Centre Any person who has taken world history remembers the high drama and personalities involved at the Battle of Waterloo It was tragic defeat for Napoleon and spelled the beginning of the end for this leader From this incident has emerged the term meeting your Waterloo Well now our federal government is attempting to reverse world history and the total meaning of events in the application of its so called energy policy and in cidentally now officially named An Energy Strategy for Canada Some strategy when your central government says that the only way to plan for security of future energy sup ply is to increase the price for natural gas and crude oil to world levels immediately The new monies will help to finance exploration and developmentof new fossil energy sources Sounds reasonable enough on the surface doesnt it In reality its like saying Napoleon won at Waterloo Why Because the large per centage of funds from recent energy price increases have gone into the coffers of the federal government and producing provinces And that is exactly what happened on May in Ottawa Both these parties pushed for $150 to $200 increase per barrel of crude at the federal provincial policy meeting so that Canada would be paying worldprices of$1200to$1360 per barrel Of course they ignored the impact of such hike on the consumer price index by 13 per cent or the slowing of economic recovery on the Canadian economy or the fact that some people in Atlantic Canada will end up paying more money to heat their homes than they pay for the monthly mortgage on those same homes Makes lot of sense doesntit BLENDED PRICE Lest you start thinking that Ontario is just being obstructionist because it is good litics look only at this ole thing from an economic veiwpoint Your Ontario Government has proposed that blended price is the best answer for all concerned blended price recognizes the con flicting demands of all in terested parties because it is fair and equitable and relates price to transportation and production costs It would work rather sim ply Instead of paying the car tel price of the worlds oil nations the existing price of $8 per barrel of crude would remain Lets call it old oil To obtain oil from the Beaufort Sea or Albertas tar sands obviously the costs will be higher That is economic sense For Venezuelan oil imported into eastern Canada we continue to pay world prices What Ontario suggests is that the volume of oil from web of these sources would be blended to reach weighted average price In stead of paying to cents more per gallon based on $200 increase consumers would pay one half cent in crease Manufacturers would pay less and allow them to maintain the same number of employees To heat homes would cost less IGNORED BY OTTAWA Naturally our proposal was too simple to grasp Ottawa ignored it They had to re main stubborn Its like doc tor proposing lung cancer YorkSimcoe MP predicts further deficit financing By SINCLAIR STEVENS MP YorkSimcoe If you had been hoping for substantial tax cuts in the coming federal bud etdont otherwise you will disap pointed The present administration is already committed in this year to spend your money well beyond original estimates so there is little chance they will be in mood to give you break On the other hand the possibility of large tax in creases is less now than couple of months ago The povinces have bumped their taxes so severely it is now believed federal authorities have little room to increase their tax take If they do it might dampen an already subdued recovery Unwilling to reduce their own spending and with little hope of raising tax revenues materially Ottawa will ac cept the third tion of going further and furt er into debt Their cash need this year will be over $5 billion or some $00 per taxpayer IDOK TO US All in all it is likely to be hohum budget structured on one main foundation namely In the United States we trust For months now Finance Minister Macdonald has allowed our economy to drift with higher inflation and unemployment than in the US but less real growth The hope is that America will zoom into new economic boom that in turn will pull Canada up with Ot tawa having to do little In the meantime on per capita basis our economy will have stood still in real growth for three years while over $10 billion in foreign debts pile There will be interesting points to watch for in Mac donalds first budget which is likely to be brought down May 17th and certainly before June HIGHER GAS TAX Oil rices are going to be rais by $150 to $200 per barrel This will raise gasoline prices by five to ten cents gallon after July Surprisingly it is rumoured in Ottawa that the excise tax on gasoline will also be raised by five cents gallon The present liberal ad ministration will claim this is to conserve energy but in reality it will be raised revenue for hungry treasury Timber may be ruined township council told BAXTER uarter of million feet of tim er may be ruined unless Essa township accepts an official plan amendment soon council was told Saturday Maurice Miller of Maurice Miller Lumber Ltd said he has been seeking industrial designation since September for 10 acres east of the Colwell gravel its so he can set upa saw mil He plans to move his business from site in Vespra township just west of Barrie Meanwhile timber is being stockpiled in Vespra and it could start to rot soon Coun Anthony Mancini said preparation of flow chart for processing official plan amendments has caused the delay Council has arranged meeting Tuesday to discuss the problem wit Bsa planning board The meeting will start at pm Canadian productivity con tinues to lag so it is likely the budget will offer new tax in centives to industry to en courage new investment in plant and facilities These in ducements would not be required if Ottawas nding had sopped up less unds in past years which should have gone into capital in vestments There will be concessions to our exporters in the hope that we might narrow Canadas trade deficit from last ears historically high $5 illion catastrophy There may be some small tax cuts for low income ear ners and it is likely big ticket items that burn lot of fuel such as luxury cars or boats will be hit with higher excise tax IN TIGHT BOX But all in all Mr Mac donald is in bit of box Big spending in his government has caught up with todays reality The Trudeau ad ministration knows it their liberal supporters know it They just hope the public wont catch on too soon There is possibility however that Donald Mac donald who is much more un der the prime ministers domination than John Turner ever was will introduce tougher measures than ex pected Politically this might make sense But Mr Macdonald and Mr Trudeau would like to show John Turner in poor light This is Macdonalds fir st effort tough restrained budget with tax increases wou make it appear it was Turner who was the easy Spender not his cabinet colleagues as Mr Turner now claims harsh budget at this time would set the stage for gen tler approach including tax cuts next year and that after all is what the ad ministration would want just before an election patient smoke four packs day to cure himself of cancer Higher energy prices mean less inflation in Ottawas eyes At the very least Ot tawa could tell Canadians that the proceeds of the new price increase is going to higher and taxes and royalties instead of repenting the myth that it is going to the oil companies for new development That is just Charade If the Ontario proposal is so terrible why doesnt the federal government propose more reasonable pricing alternative helpful to all in stead of plunging stubbornly onward killing the Canadian economy in the process Even Napoleon at Waterloo recognized defeat and acted accordingly Growers rap subsidy plan STRATHROY Ont CP Area vegetable growers told their elected representatives Saturday they fear federal and provincial investment in Trenton Ont processing plant is subsidizing eastern Ontario growers to the detri ment of those in the southwest Bob Eaton Progressive Conservative MPP
