general on Feb 24 provides for measures aimed at crime prevention The measures can be broken down into roughly four general areas POLICE INFORMATION SHARING To reduce crime par ticularly violent crime and public fear of crime police departments across Canada will be provided with in formation in respect to pro ven or particularly promis ing crime prevention pro grams so they can better develop effective strategies for crime prevention and pro tection of the police and public The federal government will provide expertise and supplementary funding as an incentive for local police departments to adopt par ticularly effective preven tion programs with view to increasing police effec tiveness efficiency safety community relations and better integration of services provided by the police and social service agencies national clearing house of information of police ro grams will be establis ed Through it police depart ments can share information on police techniques and pro grams training to work were classified as pure Iy political that we were get ting ready for an election Such simplistic thinking has to be rejected in the light of the success of the tax cuts and other stimulants used to move Ontarios economy The retail sales tax reduc tion increased retail trade by 178 per cent between July and December In the nine months of the firsttime home buyers grant 90000 families bought their first home Not such bad record for what was then termed by the previous Liberal leader as cynical politics TAX REBATES As have said before there must be an awful lot of cynics in Ontario And 20000 tax rebates were paid out on new car purchases The economic momentum of the 1975 budget is carrying over extremely well into fiscal 197677 Provincial treasurer Darcy McKeough has stressed that this momen tum will provide for con tinued expansion in 1976 To ensure this healthy economic activity Ontario will help small businesses by changing the existing small business tax credit to new preferential tax rate ap proach Under the existing tax credit scheme only 20000 companies really benefitted Now that $30 million will be distributed to 50000 com panies It is strong incen tive to job creation because small business provides about 45 per cent of the employment in Ontario In 1976 employment will in crease by 116000 new jobs think you can see from that number that small businesses will play central role in pro viding new jobs LIMITINCREASEI In the same vein the tax level at which small businesses are required to pay by tax instalments is im proved Comganies which pay the tax lia ility of $300 or more annually and must do so six times per year will now see this limit increased to $2000 per year In the coming years Canada will require billions of dollars of capital to invest in booth major and minor projects everything from the Mackenzie oil pipelines to the development and expan sion of small business One of the basic ways of go ing about that job is in the establishment of Venture In vestment Corporations Generally VIC would con stitute an investment incen tive using tax deferral ap proach to get those funds in to small businesses INDIVIDUAL IMPACT Until now have concen trated my remarks on the need and means of getting more people working You may well ask why are you not discussing the impact of this budget on the individual citizen Suffice it to say that the in crease in OHIP premiums the fivecent increase on cigarettes per package and the increase on alcohol must be seen in the total light of your governments expen diture control program All these additional revenues will be used to reduce the total provincial deficit As well the total number of public servants will be reduc ed by 1000 positions Since we started this program over year ago total of 3241 positions were reduced through attrition and resigna tions Such reductions compare favorably with the federal governments increase of 18 per cent to hit 328193 posi tions Ontario has gone in the opposite directionfrom about 70000 to 66531 posi tions by the end of the fiscal 197677 In order to realize the ef fects of the restraint pro gram new system of inter nal controls will be put into operation Ministries must keep tightly within budgeted levels For example Management Board will not approve any monies for roads until the transportation and com munications ministry can clearly state when construc tion contracts will be signed the amount of construction costs this year and in future years The same standard applies tooperatingcosts What is most important about the 1976 budget is that it marks watershed year in terms of reversing ever in creasing government expen ditures without dramatical ly altering the level of public services Why you should let HR Block applied to the design of en vironments can reduce the potential for crime Through such simple ac tions as improving locks safes and security pro oedures in our homes and businesses criminal activity can be severely inhibited Often we unwittingly do half of the criminals work for them and if proven target hardening and environmen tal design strategies can be shared and implemented locally then we have gone long way toward preventing many common crimes VICTIMIZATION STUDIES The truth is that no one has very good idea of how ac curate our statistics on crime in Canada are For one thing in some areas people are reluctant to report crimes to the police and official statistics therefore underestimate the amount of crime that has happened Another example of this kind of phenomenon concerns rape
