staghunting foxhunting and the coursing of hares or rabbits LAUNCHED INQUIRIES In expressing its concern over inexperienced marksmen wounding birds and cruelty to fish it also established in quiries book published recently by the Dalhousie University In stitute of Public Affairs gives strangely contrasting picture of how two different towns dealt with such an impact Port Hawkesbury reacted with al most total chaos and Bridgewa or with minimum of dis ruption The case studies were done by Dr Paul Prouss re search associate of the institute and associate professor in Dal housies school of public admin istration He is currently vis iting professor at Carleton Uni versity The expansion in Bridgewater was brought about by construction of large radialtire factory by the Fren chowned Michelin Canada Ltd Port Hawkesbury en countered even more rapid growth when construction of the Canso Causeway created deepwater port that attracted many large industries in cluding heavywater plant an oil refinery pulp mill ther mal power generating station and gypsum terminal REPORT CRITICAL The report questions whether the Nova Scotia government allowed enough participation by citizens in decisionmaking before the transition changed their lives whether they bene fitted from the changes and whether they had choice in the matter The book is strong in dictmnt of the government planning or insurance benefits Agreements signed with the undertaker contain prowsion which permits cancellation of arrangements fluential factor in the develop ment process inhibited efforts at all three levels of govem ment to help the two towns make an orderly adjustment He said it is selfdefeating if government takes an inflexible fragmented approach to plan ning focusing primarily on regulating the municipalities and seeming to reflect fear of local autonomy and public in volvement By making industrial ex pansion an end in itself it can lose sight of the objective of im proving the lot of
