work law takes effect today TORONTO CP Tough new measures to force able bodied men and women to take available work rather than re ceive welfare will take effect today James Taylor com munity and social services minister said Wednesday The minister announced the regulations in February and they were approved by cabinet last week He said in news release that welfare payments may be re duced or eliminated if persons refuse to take advantage of available work Welfare recipients will be as sisted in locating suitable work through closer liaison between municipal welfare recipients and local Canada Manpower of ficials he said Mr Taylor added that munic ipal welfare staff already have been placed in 11 Manpower of fices The new regulations also will assist municipalities in meeting the ministrys 55per cent limit on budget increases this fiscal year the minister added Under earlier regulations welfare recipient was allowed to refuse nonfulltime job The new regulations describe suitable work as casual part time or seasonal We will ensure that those who are not capable of working because of physical mental or emotional disability and those whose family responsibilities make it necessary for them to remain at home with their chil dren will continue to receive fi nancial assistance he said The regulations will apply to persons older than 16 who are not attending school and car involved in an accident in which seven young persons were killed Mar ch testified Wednesday that he had left his keys in the ignition of his car togo into laundromat he owns for no more than 30 seconds Cornelius Snoek who testified under the Canada Evidence Act told coroners jury investigating the crash he was going to close the building for the night He said it was the first time that he could remem ber leaving his keys in the ignition while being away from the car The inquest being conducted by Dr RC Bennett Ontario deputy chief coroner was called following the accident on Highway 25 south of Acton about 30 miles west of Toronto stolen car had crashed head on into another car carrying six persons The inquest specifically is in to the death of Eric James Couture 18 of Acton driver of the stolen car All six persons in the second car also were killed Two Toronto pathologists who performed autopsies on Mr Couture and John McHugh 17 driver of the second auto said both drivers died from massive injuries to their bodies Dr Ronald Gurrad said it was impossible to get non contaminated blood sample from Mr McHugh because his internal organs were so dis mpted Russell Blake Elliott 19 friend of Mr Couture testified he and Mr Couture had been drinking in two Acton hotels the night of the crash He said they each had about two drinks of rye The inquest continues SAYS CAR WEAVED In other testimony Wednes day Constable Thomas Roduck of Halton regional police said he initially began to follow the stolen car because he saw it weaving and decided to stop the car and check the condition of BEHIND THE FENCE the driver He testified that he then heard report about the stolen car turned on his roof light and sped up as the car accelerated The needle on his cruisers speedometer was between 90 and 100 mph when he looked at it at one point and the stolen car rapidly was pulling away from him the constable said He said his main concern was to keep the car in sight and that he was about 300 to 500 yards behind the car when it crashed and burst into flames Constable Roduck said he had no difficulty in stopping his cruiser and that he had been pursuing the car for less than mile He said he had received no special training or instructions for highspeed chases in 13 years of police work Given the same circumstances he said he would take the same action as he did last March
