PAYING What the committee is try ing to do is important enough that council should be paying the members she said It only took one meeting for Leon Garrick to decide to resign He sent letter of resignation to the committee last fall and has not returned was only there once but then on the other hand once was enough he said Basically Im resigning because Thursdays are too busy for me But then the committee is go ing nowhere Mr Garrick said the only BRIAN COOPER 0f Torkan dic Construction trims pile people who can change the cost of housing in the city are those with vested interests including real estate agents builders and developers These types of peo ple he said were missing from the committee The housing group isnt the answer to the cost of housing he said The people dont have anything invested in the city and you have to have people who have something to gain as result of the committees ac tions Land costs in the city he said are the main reason for the high cost of housing Ser vice lots are running between $20000 and $30000 each he said Less than three years ago the lots were selling for about $8500 he said Thats where the costs are Unless we en courage builders were not go ing to have any new houses Mr Garrick said he has pro perty about half mile from Barrie which could be developed with about 54 unser viced lots The lots he said muld be sold for about $5000 each But the township wouldnt approve it and the province wouldnt let me do it he said So the land is taxed as agriculture and all Im grow ing is grass CKVR may lose CBC affiliation There is strong possibility Barries CKVRTV Channel may lose its CBC affilia tion when Torontos CN tower comes into use Gerry Robertson CKVR operations manager said today But he said he is con vinced the station could survive the loss though it would cause lean month or two financial ly at first When television transmission via the CN Mayors 0MB bid an election issue By PETER DEPODESTA Examiner Staff Reporter Mayor Dorian Parkers attempt to reverse council decision through provincial body may become an election issue this year Mayor Parker is one of 11 city residents trying to change councils decision to build an indoor swimm ing pool by objecting to the Ontario Municipal Board OMB An OMB hearing is scheduled Monday April at 1030 am in the council chambers at city hall Ald Jim Perri who is running for mayor in December said Mayor Parkers attempt could become an election issue He said the mayors attempt could become an election issue He said the mayors objection shows lack of leadership from the head of council As mayor person represents the city and is expected to support the local council at all outside levels of government he said This is the kind of thing hope to remedy Its been problem in the city for the past couple of years Ald Perri citiy development com mittee chairman said city council expressed desire to build the pool because it feels the facility is need ed in Barrie The city has spent money in the past developing other sports facilities including arenas tennis courts baseball diamonds and soc cer pitches Also he said council spent money to develop the Parkview Centre for Senior Citizens because it felt the centre was needed by city residents IIOPES TO PAY Ald Perri said the city hopes to pay for the pool through additional lot levies charged in Residential Districts and The city is charg ing an additional $250 for each lot in the districts to pay the borrowing costs of the pool Ald Ross Archer public works committee chairman said he did not realize the mayor was one of the ob jectors to the OMB He said the mayor has the right to object to any decision but when council makes decision expect every council member to go along with it Ald Archer opposed the pool pro ject Jan 26 at council with Mayor Parker and aldermen Bill Camp bell Alex Arthur and Ernie Rot man opposed it but wouldnt go to the OMB to reverse the decision he said For member of council to appeal to the OMB is extremely extraordinary Ald Archer said the mayor should try to help city council reach its goals rather than throw road blocks in the way Ald Paul Wessenger vice chairman of city development com mittee said he is shocked by the mayors actions He said the objec tion is one of the ways of undermin ing the municipalitys autonomy What really bothers me is that the mayor isnt standing up for local autonomy he said am really shocked Ive never heard of mayor trying to override political decision made by local council Ald Wessenger said this could be an issue in the next election because municipalities are fighting to make their own decisions without guides from the provincial or federal governments dont object to the mayor fighting at the local level he said But this is slap in the face to Bar rie council DOES NOT OBJECT Ald Alex Arthur finance commit tee chairman said he does not ob ject to the mayors decision to op pose the swimming pool Ald Arthur said the OMB should not even hold hearing but should have opposed the citys decision to build pool in the year of financial restraint We were told by the provincial treasurer DArcy McKeough that given the restraint conditions to defer new buildings especially recreational facilities he said Mr McKeough made it very clear that the MB should review very closely and even turn down anything which does not fit the criteria With these instructions he said the OMB should have ruled against the pool construction because it is not an immediate requirement in the city GETTING DOCK READY FOR SUMMER at the municipal dock near the foot of Bayfield Street STEVE IIIERRIEN of Park Road at Minets Point trims pile at the muicipal dock on Kempenfelt Bay prepar The firm is redriving piles and putting tops on signals from CBCs Toronto af filiaite Channel are expected to provide good viewing as far north as Penetanguishene This development Mr Robertson said would make CKVRs weekly 50 to 55 hours of CBC pro gramming about onethird of the Channel totalredundant Mr Robertson said he has had no word from CBC officials on possi ble termination of the stations affiliation Mr Robertson said loss of CBC programm ing would cause quite an increase in expense because of the need to produce or purchase replacement programs In addition the station would lose its percentage of the advertising revenue paid to CBC for sponsored programs car ried by CKVR He said the financial picture of the station wholly owned by CHUM Ltd is quite healthy with the CBC advertising money and wed hate like hell to lose it One offsetting ad vantage of loss of CBC affiliation would be the priority CKVR would receive as an indepen dent station for posi tion in the basic cable television lineup in Toronto Mr Robertson said he is convinced the station can command fair share of both the available audience and the advertising dollar and station officials are looking forward to pro viding an alternative for central Ontario televi sion viewers He said the transition from affiliate to indepen dent if it comes may be either abrupt or gradual No plans at present to drop CKVR from CBC TORONTOCBC has no plans at present to sever its connections with Barries CKVRTV network official said today Cecil Smith assistant direc tor of public relations told The Examiner in telephone inter view there is no intention with CBC to drop Barrie as an affiliate However he said the network would have to take another look at the situation once CBCs Toronto station CBLT actually begins beaming its signal from the CN tower pro bany in about month It is expected that the CBLT signal will privide good viewing as far north as Penetanguishene once the tower is in use fact Gerry Robertson operations manager for CKVR said today would make the Barrie stations CBC programming reduntant However Mr Smith said CBLTS satellite stations in Huntsville Haliburton and Parry Sound carry the CKVR signal considerably north of the area CBLT is
