one of the most severely han dicapped persons in Canada still living at home says his doctor KG Marshall assis tant dean of medicine at McGill University One of the reasons he can live at home is new device called Touch Operated Selector Control System which transforms subtle movements into signals that can operate household facilities such as telephones orfirealarms Mr Coccotas 56 is multiplesclerosis victim completely paralysed except for his neck and face But by placing his nose on the machines arm which looks like boom microphone he can make or receive phone call switch on television set or adjust the volume on radio The system works through control panel on which two lights and number are il luminated by the touch of Mr Coccotas nose on the arm Another touch and the number indicating which function the machine is being asked to perform changes Numbers range from one to six at present but additional wiring can add possible func tions CAN MAKE CALLS Two microphones are plac ed near Mr Coccotas so he can speak on the telephonehe places calls with the assistance of an operatorand table lamp gelevision and radio are near The machine was provided through the In its place is trend for Nova Scotia New Brunswick and Prince Edward Island to cooperate on specific pro jects that dont threaten their identities or autonomy In 1970 the Royal Commis sion on Maritime Union headed by Dr Deutsch suggested that single strong province would bring about economies of scale and exert the clout the Maritime Pro vinces need to extract fair deal from Confederation For while the provinces buzzed with excitement about the idea Six years later nobody talks about it and even former advocates express lit tleregretatits assing The Deutsc report sug gested that the provinces create Maritime Council of Premiers appoint Maritime Provinces Commis sion and hold annual joint sessions of the three legislatures Only the Maritime Councrl of Premiers was actually created PREMIERSCOOL Even in 1970 the premiers reacted coolly to total union Richard Hatfield of New Brunswick said he liked the idea but Gerald Regan of Nova Scotia and Alex Camp bell of Prince Edward Island expressed reservations In my view the idea of total Maritime union was never totally considered Premier Regan said was opposed as am sure the people of Nova Scotia are opposed to the obliteration of our identity as province Premier Campbell was equally firm in rejecting the possibility of Maritime union in the foreseeable future We are shying away from the notion of big govern ment he said believe the citizens of the Maritime provinces are better served In the long run by their local or provincial governments The Deutsch report includ ed public opinion poll which showed that majority of Maritimers surveyed at that time thought total union was good idea But Premier Campbell said beliefs have changed ECONOMIES DOUBTFUL In the light of experience we find that many of the assumed efficiencies are lost in the larger bureaucracy and that the smaller govern ments have their own ad vantages in flexibility and in their relations with the public theyserve But the provinces are co operating more than ever The Council of Maritime Premiers brings the three premiers to ether regularly and has esta lished number of joint projects There have been sugges tions that the councils staff of abaut 20 adds extra ex pense at time when govern ments need to economize The premiers say the op posite is true the council saves on staff by using one in terprovincial employee where three would have been needed The premiers say they have rejected the proposed Maritime Provinces Commis sion and joint legislature ses sions because they were to be preludes to total union PREIIEAT OVEN When
