approval for an 80unit subdivision on 629 acres on the northeast corner of Kozlov and Heather streets But planning board is adding few restriction Te board wants the apartments built un der site plan to give the city control and it wants the num ber of townhouses reduced by four or five units Mr Kozlov claims site plan will delay the apartment project by at least one year Mr Kozlov plans two 10 storey buildings with about 85 partments each One building with underground parking would be sold as condominium and the other rented He said with site plan control 11 board the design has to be
