If a Canadian .%anis to buy a new car, he balances the cost of the car against the vale of being able to drive that car. If a Canadian wants to eat a banana, read a newspaper, sec a mov ie or make use of anyý othler good or srieprovidcd by private business, he go-s thirough the same type of cal- c:ulation. Buit if a Canadian wants to make use of a dotor, he doesn't think twice about the cost. After ail, there is no cost. in somne provinces, there isn't even a monthly health insur- ance premium. But even those provinces which do charge pre- miums, there is no additional cost for seeing the doctor. What al this means is that govcrnment-providcd services are not subi cct to the same decision-rnaking that accom- parties purchases of even trivial items from private business. We tend to think of Santa Claus, dropping goodies in our laps at no cost. And, since ail these goodies arc "free", we use far more of thcm than we shou Id. Hypochondria is a cheap vice for Canadians. Other governifent services suffer fromn the same lack of spending checks. We tend to demand more education, big- Pines.Sr. Public School preserîts "Great Themes from th e Movies" at The Fines Sr. Public School Wednesday, May 31;,1978 7:30 p.m. Tickets: Adults $1.00, students and Sr. Citizens $.50 ADULT Anne and Mark by Judith Campbell (both formai and informal photographs of this interesting Royal couple) The Weaving, Spinining and Dyeing Book by Rachel Brown (a comprehensive book to help you improve your skills and learn new designs) Cookie Cookery by John and Hazel Zenker (cookies for ail occasions) Web of Violence by Jean Renvoize (a study of family violence) The Eagle at the Gate by Rona Randaîl (a new novel from the author of Dragon- mede) The Tangent Factor by Law- rence Sanders ?(gripping novel of assassination and espionage) The Widow by Pierre Ray (author of The Greek) JUNIOR Jabberwocky by Lewis Car- roll (the much loved non- sense verse) ger-highways and lancier air- ports. But health, in some res- pects, is a more serous matter beause, whereas items like education, highways and air- ports must be approved by government boards (which are subject to some fiscal scru- tiny), health usage depends solely on the whims of the individual. Today, if John wakes up with a stomac h ache, he phones the doctor. If Mary has a slight rash, she secs the doctor., But, if there was any personal cost involved for thcm, they would, think twicc and be certain that thcy truly needed medical at- tention before calling on a doctor. HieaIth care budgets in this country have mushroomed faster than anyone could have imagined sînce government look over medical insurance from private companies. And it has happened because we've Iost sight of the real meaning of "insurance". Truc insurance protects the policyholder against disaster, flot against inconvenience. Olur currentversion of health "'insurance" is far too liberal. Somchow, Canadians must bc convinced that restraint in the use of medical services is ab- solutcly neccssary. How can that bc accom- plished? By requiring every in- dividual to pay something for each use of medical services. In other words, by forcing the indîvidual bo confront medical services in the same manner as he mnust confront privately- prov ided goods and serviees. Traditionally, voices from the political left have screamed that user payments discrimi- nates against the poor. Per- haps. However, some other method musýtlbe found to com- pensate the underprivileged. Our currnl sse is hustling us down the road to national bankruptcy- a state under which the poor will truly su ffer.
