Because of their efforts, I feel we can be sure that Northumberland-Durham will get the maximum poss- ible benefit from this year 's L.I.P. grants. An am-endment lowering the rate of tax of the Mprovincial land, speculation e tax act to 20 per cent from 50 Iper cent was introduced in the legisiature Thursday by Re- venuie Minister Arthur'Meen, * He said the tax rate was *being lowered because of the Sfederal government's eua to allow the Ontario tax as a deduction for federal income tax purposes. "I, StIF believed Ontario is on -firmn lejal ground in its case for deductability," Mr.. Meen said. - He added that even if the provincial gzovernment won a court case, the federal Gov- ernment could amend the federal tax statues to effect- ively reverse the court's decision. 1"In keeping with our uinder- -taking, expressed on many occa sions in the past, that the speculation tax when taken with income and capital gains tax would not be confiscatory (amendments were initroduc- ed) to reduce the rate of tax to 20 per cent and to provide for the payment of interest on refunds at the rate of seven per cent," Mr. Meen said. Ju'veânules camught -iNorth Bay '1wo youths who had escap- ed from the Pine Ridge School in BQmmanville were appre- hended in North Bay following a chase for some 25 miles by North Bay police. The youths were caught by the OPP following an aut accident and- the use of tracking dogs. A North Bay policeman sighted a stolen car from Oshawa and signalled the car to pull over. At this point a 25 mile chase ensued with the stolen car going out of control and tipon spinning around smashed into the police cruis- er. The North Bay P5olice asked Durham to be învolved in 407 Last week the Ontario Government informed the Durham Planning and Deve- lopment Committee that they would be -involved in the planning of the proposed 07 highway which is expected to be built north in the region somne fifteen years hence. Plans for a 500 foot corridor fromn Markhamn to the Bow- manville Creek have been tentatively drawn up but -no clear route bas been design- ated at this time. The new highway 407 would run fromný Highway 48 at Markham to the junction of Highways 115 and 35 north of Orono. Earl Berger, of Earl Berger Ltd. Consultants, is working as part of a team headed by Clif f Lumley of the Mininstrý of Transportation and Comn- munications (MT and C), to design the highway for the MT and C, the Ministry of Natural Resources, and the Mlinistry of the Environment. The route of Highway 407 and the adjacent parkway belt west of Markham is pretty well -set, Mr. Lurnley told the committee,. but the route thirough Durham Region is still flexible. "It is the Ministry of Transport and Communicat- ions policyý," said Mr. Berger, "that the public be involved fromi the beginning to the end," of planning such pro- jects. He said a rîght of way 500 feet wide.is proposed for the for assistance from 'the OPP i vi Wld crick~et when the two occupants "K~er escaped on foot into a wooded -çabl e area. Mr. Berger said "a study area," has beelp set aside through Durham Region and both the parkway belt and Highway 407 Will fit somne- where into that study area. 1However, -both spokesmen assured the committee that the governm-ent haIs no idea which route the highway will follow, and regional planning staff and council members are getting in on'planning the route, "right fromn the beginn- ing."1
