As you may suspect, the T4s don't always match up, and the tax3men face weeks and even monthis of searching for the rea- son. Where they find a lapse of memory, a revised assessmnent notice is issued. Where fraud is suspected, the caseis turned over to the Special Investigations Brandi. One way or another, matching heips keep the taxpayer honest. 1The employe& creates the basic ingredients of the matehing pro- gram w'hen he wills out T4 slips for ail employees before the end of each February. He is obliged to give T4 slips to everyone to whom lie pays a salary, wage, commis-5on or other considera- tion which constitutes income for the recipient. He sends one copy to National Revenue, Taxa- tion and gives two copies to the employee, one of whIch thie em- pioyee must attach to his annual income tax return. The computer quickly identifies@ em- ployees Who haven't sent in al their T4 slips and those who m ay have altered their 'slips with the intention of paying less tax. Not long ago the matching of T4 slips to inake sure ahl income was reported and to detect fals- ifications was done by hand. It was a slow, laborious undertaking and sometimes taxpayers toork chances,- knowing it was actually impossible to check everyone. The computer matching- pro- gram changed ail that overniglit. The computer swiftly and effici- ently matches ýail income reported by employers with that reported by eniployees. This year (1970) more than 13 million T4 slips will be matched. Preparation of the data for the computer is a large job which is carried out at several regional keypunch, centres. These centres send the information to the Data Centre in Ottawa in the form of magnetic tape, ready for computer use. In addition, a number of large employers in ýCanada, who keep employee payroll information in their own computers, send the Department copies of magnetie tape and so reduce the volume of paper work and the cost 'of con- verting records to tape. The computer data obtained for T4 slips is also used to create a record, In tape form, of ahl earn- ings and 'Department of Nation-al Health and Welfare to formi the basis for *CPP pensions and ben- efits which are calculated on the basis of a person's income and contributions, over a numbler of years. Thle final result of the matching program, in addition to keeping taxpayers honest, is to bring into revenue ail proper taxes.
