A. Forrester Reoi C. Forrester - Editer amd Manager The Lasi Rampart The mcmbership of the Orono United Churcli is be- ing called togeffher this Monday evenng when the congre- gation and others interested wil discuss the proposed kaxation of real church propcrty. The proposai presented te, ttc Ontario government in varying degrees both by the recent Smith Report and by the Government Select Com- mittee on Taxation bas aroused -anguish in the circles of ail churches. An organized protest against the move is wel on its way with apparently Orono joining the protest movement. It is quite undes-stanclable, that the Churcli wilb mrove against this proposai for àt wiil jump of the cost of operation and possibe bring many to the brick of closing their doors. Most church property is of a high standard and assessments could be enonons if assessed et present daiy values. In Orono the assessed value of the Orono Uni- ted Churet and its Christian Education Building could easil]y run to $200,000. The proposai made, to the Province was t hatdurches woulrl be taxed in ttc initiai stagés on tee percent of their assessmcnt. Using the $200,000 fig- uire for the Orono Church and the present Township mibb rate ttce taxes on the Orono Ch,îrch mrould be slightly over $2000.00. After a number of years this amount would rise to a figure of $4,000 to $5,000 le the local case. Thte money raised through taxation of churches would go, flot tottc Province, but to the local municipal glovernme nt, the county and te the local or area school Boards. Iu fact it would be used le the interest of ocal citizens. W-e expect ttc legisiation is beieg proposed by the Province te take the pressure off local ýgovernments and te, a degree esae the further need for provin- cial grants te seheiols and municipal gevernents, Failing ,tItis tex the Provincial government wil oniy revert tLie colbect thec needed modies through some other source or say to the local governmcnts, "You collect it". One can rest weli assured that they will pay it one way or another. Ttcce rc has many responsibiltities in its com- unit ad ise beleive that te comimunity bas many resonsbltie e t churehý. Free aato may be one of t ter.Ano hr important factor to be considercd is that taýxation dees give ttce state a finger in the activities and' wehl7-being« of theý churéh. Thing should not come te pass beaue t churcli may welb bel the bast rempart agaiest supreme state control. Honey, M.P.- North- umberland-Durhamn Ie the last three weeks prier- ity has been given to .farm credit IcP1,iisatlion-. Billp amending t4he Farm Improvement Loans Act, the Farmn Credit Corporations Act and the Farm Syndicates Credît Act has been under debate. This week the bill arnending the Farm Improvement Loans Adt was giv- en third reading in the House 'of Commons and sent to the Senate. The legislation, should shortly clear theé Senate and become law upon -eceiving, royal assent. The Farm Improvement Loans Act is designed to 'encourage chartered banks to make bcans to farmers for the purchase of mna- chlinery, stock and other author- ized purchases related to the f armn operationi. The federal gov- erement, by, agreement with the banks guaraqntecs the boans. The conditions under which the loans may be made is regulated by the government. The defalcation rate bas been insignificant. 1The former legsIlation provided that theý interest rate on Farm Improvement Loans woul be 5% It was unecanomical from their standpoint to do so when they could boan it in other places at a much, higher rate. 1The neýw 7l,ýgislation, almong oth- er thng, provides that the cab- inet mnay se(t tbc rate of interest on Farm improvement Loans. The interest rate will now be adjusted up or down in relation to the go- ing rate of interest in the count. ry. This will insure that the banks are always ie business for these boans when the farmer applicant complies with the regu- lations. The system of adjusting the rate of interest býas worked suc- cessfuilly in the National Housing Act legislation which provides for a review and adjustment ev- cry three months. The last three reviews have resulted in slightly owrinterest rates each time, relcigthe general weakening cf interest 'rates in the -country ~ a hol jethat period. The ïie:w rate under theFarmn Improvemenft, Loan legisiation has not yet heen fixed. It will be somnewhat higher than the old rate of 5% (at which level the banks wil11 not do business) but Masks, Costumes Candies 7/ /t1 SPECIAL- - 16 Hershey Bars or 16 Neilson Bars 89C 20 individual pkgs.
