minutes were Reeve Hart Deputy Reeve Smith Alderman Cdrbell Alderman Will lams Alderman Bibby Ald erman Daugherty Alder man Johnson Alderman Williams and Alderman Corl don Spring Alderman Ayres and Osborn had left the meeting earlier The matter arose early in the evening when Council came to consider the different committee reports One of the ltems on the finance general government com mittee report stated That the applications for clerktreasurer be referred back to council and that before dealing further with the matter the resignation Of Mr Bar rnnd be accepted Out of Order Reeve Hart stated that he felt this clausewas little out of or der motion had gone through council before that item was adopted They would have to res cind that previous motion that the resignation of Mr Barrand be not sobepted before they eculd go any further Alderman Ayres said that when the finance committee had had this matter referred to them they had been presented with prob lem There had been motion passed in council that Mr Bar rands resignation be not accepted and then there was another motion passed that council advertise the position of clerktreasurer The committee was faced with applications for position in which there was no vacancy he added JIbe only thing you can do is start working at the bottom and then go up tohe top Alderman Bibby who is chair man of the nance committee said he felt that it was too big matter for ve or them to slt down and come to decision Alderman Johnson said he und erstood the motion was to the eff ect that the nance committee was only to look over the applications which were received and report back to council Clause Deleted Reeve Hart then moved second ed by Alderman Bibby that this clause in the report ofthe nance committee with reference to the resignation off Mr Barrand be de leted and that the amended re port be adopted Alderman Girdwood asked if it was the intention of the mover of the motion to bring in any other report He did not see why they should consider duplications for post if there was no vacancy They would be as well to consider the post vacant if they were 80 ing To consider the applications later Reeve Harts motion regarding deletion of the clause was carried by Seven votes to four Shortly after this Ald Ayres agaln raised the matter saying that council was responsible for 11LSppllcalloanhlch had come in and theyshouldbe responelble for their disposal There was slime discussion by several members les to whether they shouldgo ahead and nslder the matter inopen Council whe ther it shouldbe discussed during committee of the whole Alderman Girdwood stated that they had been accused in the past of saying thingsbehind peoples backs en thpt be added had influenced the elections He was of the opinion that the matter should be discussed by Council as whole lune ItoOpened With Deputy Reeve Southgvccu pylng the chair councll then went Into committee of the gwllole E120 deal With the remainder of the vegan en if Mr Burton stayed Alderman Girdwood sold that to his mind anyone who offered his resignation on six occasions alto gether and Said he would stay if one person was el tedaMuyor and would not if so come else was did not deserve the position Mr Barrand definitely stated that if Mr Burton stays on the job he will not stay udded Ald erman Girdwood There are two men involved How are you go ing to deal with ll dont know how absurd we can get Am Recall Reeve Hurt said at this point tth he felt it would be in the interests of all concerned if coun cil were to recess 10 the clerks office for five or ten minutes leavv lug Mr Barrand and Mr Burton outside Referring once again to the re signation position Alderman Gird wood said that Alderman Bibby had been asked to try and effect rcconcl iation between the clerk ireasurer and deputy and Mr Bar rand allegedly stated that Mr Bur ton had not been pulling hiswcight and was lazy loafer Mr Barrand lnterjected and ex claimed that he had not made Such statement He objected to it belng attributed to him Alderman McCarrolI said it was business proposition which they had to face They should have accpted the clerktreasurers re signation They had to get down to business andrmake up their minds what they were going to do On split vote council recessed and adjourned to the clerks Office The clerktreasurer and deputy remained in the council chamber during the recess as did press and radio representatives Both Mayor Hamilton and Deputy Reeve Smith also remained in the chamber but were requested to join the others in the other room The recess lasted about 15 minutes Immediately on jhelr return one of the aldermen moved that they rise and report from the com mittee of the whole give their approval or otherwise in open council of the business discussed in committee of the whole Reeve Hart however said that they could not do that as the com mittee of the whole business was not nished The alderman in question withdrew his motion Motlon Passed motion was then passed ac ceptlng the resignation of the clerktreasurer and asking for the resignation of the deputy clerk treasurer The motion went on that one months salary be paid to each of these men if not re hlred and that council hire one man from the applications before them or any others which council justice done We Should very very carefully consider whether we are giving Ii good cltlzen of lBurrle justice or injustice An amendment to Alderman Springs motion was then made that Council consider the appli cations Of seven pprsons About 15 applications altogether were re ceivcd Among these was that of Mr Burton but not that of Mr Barrand Another amendment was then made that the list of applications for consideration be limited to three two of which were those of Mr Barrand and MrgBurton Some discussion followed during which Alderman McCarroll said he felt they should tun an opportunity in the post There was some of the work with which he was not completely con versant at the present time but he could soon learn this Alderman Johnson If you keep man for six years in your service and he cannot run the business In that time what do you say to that Alderman MchrroIl He hurl Asked for his vlews as chairman of the nance committee Alder man Bibby said he felt that one was financial man Mr Barrand and the other was oclerk He found both Mr Barrand and Mr Burton vory cooperative to work With in anything he had asked them As far as my personal opinion is concerned he added if we are going to have clerktreasurer do not think Mr Burton is II clerktreasurer Reeve Hart said that so far as he was concerned there was no sympathy shown in hiring staff for persons own business and there should be none shown so far as the town business was concerned They were there to do business farther ratepayers to the best of their ability Both the amendments were lost the motion that Mr Barrand be re hired as clerktreasurerfOr 1953 being carried on majority vote Mr Bariand and Mr Burton were then recalled into the coun cil chamber After Mr Barrand had read the minutes of the com mittee of the whole Alderman Girdwood asked for the recorded vote Addressing the deputy clerk treasurer Alderman Girdwood said Shakespeare once said If you take my living you take my life Mr Burton am very very sorry Speaking to the chair the speak er added He hascproved him self man right through from the first and now we hand him deal that throws him out to look for new job AIIisIon fMayorf deemed capable of fillingthe DOSE The nal part of the motion was that the town should not have deputy clerktreasurer Alderman Williams asked Does that mean that both men can make applications for the post Deputy Reeve Smith Yes Ap pllcatlons are On hand from both men It wasthen agreed that the re signationsofboth men he accept ed end that their previous decision notto accept the clerktriiarurers esfgnation be rescinded Atthisr point both Mr Barrand and M127
