Millions The Honorable Douglas Abbott Minister of Finance on Dec l5 re leased the statement of the Comp troller of the Treasury covering revenues and expenditures of the Government of Canada for the period April lNovember 30 lUftf According to tins statement the total revenues of the Govermnentl for the month of November lthil amounted to $2056 millions while total expenditures amounted to $1792 millions resulting in sur plus of revenues over expenditures for the month of $264 millions This brings the Governments totall budgetary surplus for the first eight months of the current fiscal year up to figure of $560 millions which compares with similar sur plus of $575 millionsAziccumulated by this same date year ago Commenting on the Comptrol lers statement Mr Abbott again stressed the interim nature of these monthly figures and pointed out that although further increases in the budgetary surplus are ex pected in each succeeding month between now and next March it is likely that such increases will be wholly or at least largely offset by certain expenditures of substantial amount which are ordinarily not recorded in the Governments ac counts until right at the end of the year Mr Abbott also drew attention to the importance of the part bemgi played by this years surplus in the financing of certain large demands upon the Governments cash re sources over and above the regu lar budgetary expenditures re sources and thereby enable it to Among the largest and most im portant of these he said are the advances which the Government is currently making to the Foreign Exchange Control Board to finance increases in Canadas exchange re serves Figures which amrelcas ing today show that these reserves increased by $247 millions between April and September 30 1948 To supplement the Boards cash Ilnance the increased reserves We had to make additional advances of$225 millions in Canadian dol lars to the Board during that pert iod During the same period the Governments net cash require ments for ordinary loans advances andinvestmentstincluding4 to farmers veterans and the CNR fandeloanserforvhousingrand export credit purposes amounted to $1336 millions It can be seen therefore that by September 30 7withmjust six months of the current scal year elapsed the total cash outlay re quired in respect of all these items amounted to some $359 millions It is anticipated that the total cash outlay which will be required dur ing the remaining six months of the fiscal year in respect oflthcse items will alsobe every substan tial Mr Abbott pointed out that the funds
