PAGE Tax Rebate Program Government Monstrosity tothe tenant They either felt no ob ligation to make it or collected for it in one way or another This was aggravat ed by the fact that landlords were them selves facing increases in taxes power rates and fuel costs If Mr McKeougb assumes that his re bate program worked he is sadly mis taken The fact that the department has 12 to lhtelephones kept busy answering complaints from tenants should tell him so And if he considers that his depart ment is hearing from only small per centage of those who have legitimate complaints he should be convinced of ils failure The tax rebates represent disturb ing trend in government whereby cit izens are being taxed to the limit and then the government in all its presum ed wisdom redistributes some of this money back among the flock in the form of baby bonuses negative income tax or shelter exemption grants Not only would the taxpayers prefer to be left with the money to start with they are paying the additional cost of bureaucratic rmonstrosities that are nec Municipal Affairs Minister DArcy McKeough is being extremely naive when he says that well over 99 per cent of Ontario tenants appear to have received their 1968 tax reduction allow ance with no problem or complication Mr McKcough is acquainted only with those city cases wherelandloids have refused to pay rebates to tenants of great apartment houses and those ten ants have complained en masse For every case like that however there are hundreds of cases where ten ants living in individual apartments or homes have not received rebates and will not complain about it because they cannot risk poor relations with landlords relations which are on much closer and more personal basis than those in the apartment complexes He has no way of knowing for certain about what must be thousands of cases where the rebates have been paid and rents increased correspondingly In others planned improvements to house or apartment have been put off with the tax rebate supposedly serving as an al ternative The rebates were to give every house holder 545 to $60 Homeowners were to receive them directly and those who rented homes were to receive the rebate via landlords The problem is that many landlords not fully understanding the program considered the rebate gift from them mm in If Mr McKeough persists in carrying on with this program he should follow the advice of some of its critics and make the payments directly to the householders be they owners or tenants ny rmuca monoason oirnwa Hon Beo DOWN MEMORY LANE lo YEARS AGO IN NEW CITY
