to dental health and attacked on the other as lhrent to civil rights is making slow but steady progress toward wider acceptance in Canada Cross Canada Survey by The Canadian Press showed one of every 13 Canadians lives within reach of water to which fluoride has been added as means oi curbing tooth decay in Manitoba more than half the population is included in municipally operated pro grams The proportion is greater than one in iiveln Nova Scotla One third of Sas katchewans residents live where water is fluoridated Only in Newfoundland New Bnlnswick and Prince Edward island have no communities successfully undertaken fluori dation program STARTED IN RRANTFDRD Since Braniford Ont he came one of three North Amer ican communities to begin fluoridation in 1945 more than so Canadian cities towns and villages with populations lotal ling 1353500 have taken this step They range In size from Win nipeg with 255000 residents to Carrol River Sash with l000 Another in communities plan to begin fluoridation this year in some communllles such as Straliord Ayimcr and Til lsonhurg in Ontario fluorida tion has never been an issue since they have natural fluor ides in their water supply Nearly every attempt to fluorldnle in recent years was marked by vocal and some times well organized opposi lion But as experience and the ev idence of scientific studies piled up fluoridation found advo cates among in groups and such professional organizations as the Canadian dental medi cal and public health associa lions and the Health League of Canada Fluoridation stems from the discovery many years ago that people born and raised in areas with high proportion of fluoride naturally present in the water supply had good strong teclh FIGHTS ACIDS Experiments indicated the fluoride gave teeth protective coating against mouth acids that cause tooth decay But the next step addition of fluoride in the proportion of one part of fluoride to 1000000 parts of waterlies at the heart oi the controversies in many Canadian communities Provincial laws on fluorida tion were either nonexistent in Newfoundland New Bnlns wick Prince Edward Island of Nova Scotia was first with 1955 ll LEGAL NOTICES NOTICE TO CREDITORS AND OTHERS law enabled municipalities to treat water as they saw fit without plebiscite on fluorid atina The following year Alberta decided that municipal counlt ciis could lluoridate water through bylaw if endorsed by twothirds of the voters BC and Saskatchewan acted In 1957 RC requiring three fifths majority for municipal bylaw and Saskatchewan per mitting fluoridation by bylaw or petition OPPOSITION WINS Ontario last year aulhulilcd it by referendum based on simple majority of voters or by municipal bylaw passed by majority oi lnihsicipal council As various communities be lgan adopting fluoridation op position mounted ll was not al ways as wellorganized or as successful as in 1561 plebis cite in Edmonton where Pure Water Association raised funds hit every household with an anti fluoridation pamphlet and saw the vote in favor cut to 557 per cent from the 546 per gent registered two years earl er There was minimum of con troversy in the successful fluor ldation plebiscite in Nova Sco tinHalifax Dartmouth Wolf vilie and Kentvliie The anti fluoridation forces won in New Glasgow two years ago Fluoridation opponents gcnlt eraily followed similar lines of argument Moxcy president of the BC Pure Foods Guild seems typical Fluoridation of public water supply is violation of demo cratic rights because people who dont want to take it cant avoid it He also uses another argu mentthat fluoride is cumu lative poison which hardens bonds as well as teeth SAYS RIGHTS INVAIJED These arguments also were used in antifluoridation cam paigns in Alberta coupled with anotherthat plumbing is cor roded by fluoridated water The Manitoba Pure Water League argued that fluoridation is mass medication contrary to individual rights Poison civil rights and prop erty damage are main themes of opposition across the coun try Usually its expressed in letters to the editor or in pom phlels public meetings door todoor canvasses or paid ad verlisements Organized support for fluor idation at the municipal level generally comes from dental medical professional citizen and parent societies Nation ally the Health League and the Canadian Dental Associa tion have taken up the baffle through pamphlets examining antifluoridation arguments in detail dental association pam phlet says fluoridation is not mass medication Medication is the administration of remedies fluoridation preventive step like chlorination and pasteuri zation The associations official po sition is that fluoridation is safe from any ill effects and is effective in reducing tooth decay by approximately two rds STUDIES MADE This figure of tooth decay re we hold the firm opinion that the fluoridation of munici pal water supplies by the auth ority of appropriate legislation would not be denial of any fundamental or basic civil right or liberty FINDS APAIIIY The committee added Its voice to the long list of organizations and groups which declare fluor idation to be free from harm Iul physical effects and effec tive in reducing tooth decay However in the face of all this evidence health authorities evidently do not feel the public is alert enough to the advan tages oi fluoridation What were fighting is apathy and indifferencer says Dr Gordon Bates general di rector of the Health League of Canada Dental caries cavi ties is not like polio which can be extremely seriousmay not be apparent for some time Dr Bouillon Montreals supervisor of dental hygiene says the big slumbllng block ls assch public indifference it has become matter of educating the public
