article on the progress and achieve ments of llarrie during my term as mayor felt cer tain reluctance because my desire is always towards look ing to the Iuture rather than pointing out accomplishments of the past However at their request should like to brmg to mind some of the most slgn iticant achievements of the past five years as well as project lng few thoughts of the future The past five years have been memorable dynamic years in the growth of Barrie The years ahead will he even more so Heading the list of course ls the assumption of the mantle of city The pros and cons the debates and discussions were long and at times iicrce were surprisingly Enough staunch opponents to the idea of Barrie leaving the County system These people and there were many of well meanlngserlous minded citizens of considerable strength and influence who hit terly opposed the idea on many and varied grounds such as Wo like Barrio because it is small town We will lose all that if we become city The County seat will be moved and we shall lose this valuable asset forever and strained relationships will result between the County people and those of Barrie Such move would Ilnaneial ly bankrupt the town or at least place tooimposing burden on our tax structure As leader of the campaign to have Barrie become city fought vigorousiywith argu ments like thls Barrie to provide employ ment and means of livelihood for our children must grow regardless why not encourage growth and development by becoming city Whether or not we remain desirable com munity in which to live depends on our people not on whether we are called or city As town there was continual conflict of interest between the County and the Town of Barrie As city we would work together only on these matters where we have mutual interest We made complete and detailed study of the financial aspects of this question and results showed decisive finan cial advantage to assuming city status As the heat of it was decided to go to the people on the issue Some members of council including myself took an active part in For City Status campaign The result was an overwhelm lng yes and prompt action was taken On January 1959 Barrie became city twodny holiday was declared and celebrations took debate grew town he addressed packed auditorium and amid Canadavwide publicity the deed was done new city was born now feel that the first three years since assuming city status has proved that the people of Barrie made the right decision Relating the arguments against the move now say that Barrie is city of friendly enthusiastic people community one wants to live In the County seat has not been moved in fact it is more firmly entrenched with much better relationships than before our financial status has improv cd greatly we have one of the lowest tax rates per capita in all of Ontario as well as being the second lowest in debenture debt per person even though we have carried out fast moving improvement program facilities for park ing in the downtown area has always been major probl in in the City of Barrie In 1961 city council moved to remedythis sltunfioa by obtain ing options on two sites on Maple Avenue for the purpose of offstreet parking and the city is now interested in purcb asuig the CNR station property at Memorial Square for the purpose At present there are three municipal parking lots One im mediately west of city hall with capacity of about 60 cars One on Owen Street behind the Post office with room for about 100 cars and 150car lot on the waterfront at Bay Iield Street For onstreet parking there are approximately 700 parking meters in the city Additional meters have been installed on Dunlop and Poyntz Streets to discourage allday parkers in the downtown area This is the basic an enthusiastic people and as long as these citizens continue to Boost Barrie as long as they are all salesmen for our community then we shall always be able to look to the future and be assured of
