it was the start of one of the most important official bodies In the clty The first town plan was pre sented to the public in 1019 Thirtyhrco amendments were made to this plan in the on suing months grad prepare an official plan for Barrie Planning Board secretary Ken Johnson said in his annual re port for 1959 The thorough ness of professional consultants in gathering essential informat ion is wcll worth the money spent as against the time and costs of doing it ourselves SET OUT AREAS The official plan set out zon lng areas and arterial on for the city and was revised by council and the city plann Ing board before final submis sion to the Minister of Munici pal Affairs for approval Approval of the plan came in March 1961 This is twenty year guide Mr Johnson has stated intended only to give the city direction As conditions change there will be amend ments to the plan For instance as result of new zoning bylaw in late 1961 change in the official plan will have to be made The final draft of the bylaw is nearing completion This zoning bylaw was the work of the planning board and the final draft was deriv ed partly from the needs out lined in the official plan and partly from public reaction to the original draft The original draft was prepared by Project Planning Associates Ltd bylaw can not be passed In Barrie without first being approved by the Flaming Board Actually this means that the bylaw must conform fairly closely to the official plan The plan however is not the final word WATERCOURSES Through the past year the planning board has been study nhlcs the board and itsconsuh board but at present they are premature Although some pcop 1e perhaps have thought that those rejected or tahlcd plans were fine it is the years of knowledge and research in the field oi town planning that en tants to come to decisions all for the future good of the city Throughout 1961 Neil lilac Donald was chairman of the board Other members were Coulis Mills Jr Scott Thomas Lccper Ray Les Cooke and Bud Fisher was appointcd but come menccd duties with the board in 1962 Some amendments are fore seen for the official plan in the future The Board also hopes to complete its water course studies in the not too for distant future Les Cooke Mayor of Barrie said recently It is Barrie that should take the lead in getting an area planning board This would mean planning board perhaps county wide or at least townshipWI Ken Johnson explained 50 many planners are held up by conflict with the rural authori ties when they try to project the plans of the towns and cities An area board would help solve this problem by st udying the needs of the rural areas as wall as the city and its near cnvirons ltfr Johnson said that al though trouble is expected in some quarters an area board should be effective by late 1961 He added that start on setting up such board has not even been instigated There have been difficulties with area boards in various parts of the country he said and until there is legislation from Queens Park in Toronto giving more power to perhaps be continuous fight to bring an area board at the county level or even higher there will about area planning
