iems both in the Industries themselves and the community at large As small local shops grow and new companies form or move in it becomes necessary to take over for industrial purposes only large areas of new land in limo they expand again and again to form the complex in dustrial plants that require ever increasing amounts of the com munities utilities In the form of power water sewers and road ways suited to their heavy traf lie The need for new residential areas to house the industrial per sonnel also means need for new schools churches stores or community service areas All the requirements must be worked into the pattern of the city in such way that the tax payers of today carry only their fair and reasonable burden yet the developments of the future are not cramped by inadequate space or services During the past ten years For rie has moved from an agricul tural counw centre with its few industries mainly engaged in processing farm products to rapidly growing city with indust ries contributing to wlde range of the national market During this time too the existing utiliti es and services have been ex tended beyond reasonable limits until complete new systems must soon be constructed to carry future demands NATURAL FEATURES While Barrio was small town it could be serviced very easily due to the natural advant ages of its site There was plenty of pure water in the artesian layer bencath the town and sur foce waters and sewers drained quickly to the boy which was then large enough to make up in its natural purification what was lacking in treatment The streets and their arrangement were ad and public transportatioh was needed only on the main street between the Barrie and Allan dale business areas Today the city is spreading out to areas beyond this original ideal location and creating many problems by virtue of its size alone Tests over the past two years have shown that there is forseeablc limit to the naturally pure water available which means that the constntction of water treatmcnt plant must soon be given consideration Fortunlt ater the industries that have re quired large amounts of water have so far been able to obtain properties that would yield sul ilclent suitable water from their own wells This will not always be the case litany industries now use pro cesses that discharge chemical wastes which can be only pan tlally treated by even fully uipped sewage treatment plant in fact some of these chemical wastes can seriously disrupt the normal operation of any treat ment plant industries are therefore rco lining that it is their responsibih ity to give special preliminary treatment to their wastes and convert them to harmless and suitable form that can be band led efficiently by the community treatment plant No one sewage treatment could be devised to contend with the wide and un predictable variety of chemicals and materials that would reach it from all the present or future industries within the city As it is the industrial load relt quires by far the largest percent age of any treatment service and this percentage will increase as the community becomes more industrialized STORM BRAINS For the past few years one of iect of the opening up of new areas has become quite sppan ent in the uncontrollable rush of water during any heavy summer rain What was once rich past uro soaking up all water that fell on it has now become built up with every roof sidewalk and driveway draining to wide dsuriaced street ch street drains in turn to other streets until flow oi water is created that often breaks it roads and driveways washes away lawns or floods basements To reach the source of this storm drains must be built from equate to carry the local kafllc tho waterfront Ilp through the central part of the city Unfort unately the lower streets re narrow completely bunt up and crowded with all manner of und erground sewers water and gas mains telephone and power lin es and covered over with side walks and heavy pavcmant The cost of moving or avoiding exist ing servies and repairing the road surface becomes major factor is any such construction in most cases the drains should now be made large en ough to take care of all forscc able needs as to open up the streets again in another ten or fifteen years and lasts larger drains would by then be an al most imposslbla task both from engineering financial viewpoint The everincreasinl use of large paved parking areas and the gradual chanting of land use adds much to the dif flculties in maklngdrainsge pre dictions One oi the most urgent needs is the overall planning of road system that will carry the large flows oi internal traffic that are developing With the creation of concentrated Industrial movement about the city becom es almost paralysed at times with the numbers of people and vehicles trying to move to and from residential areas This matter is one that must be attacked from many direc tions Future extensions of the city will be in the form of nelgh borhood units These will be complete with industrial areas wherever possible as well as shopping areas and schools in on der to reduce the amount of travelling necessary Also arter ial roads will be laid out through new area in the beginning and in pattern that will clearly do fine which are the main roads and which are restricting to through traffic The most difficult task oi course is to establish through routes in the builtup areas No residential area wants busy road in its midst so the problem is to rearrange the existing traf fic pattern to cause as little loss or hardship to adjacent properh ies as possible Thus usually re quires the design and estimate of cost of variety of alternate routes to arrive at the best solu tion in commercial areas the road ways are already at their full width and every foot oi land built upon leaving the rmtrictlnn BECKEIT of parking on streets and the ad dition of traffic control lights the most economical approach if the existing pattern of streets is suitable the use of oneway streets can be employed to pro ride more rapid flow of trai Ic Public transportation service to the industrial areas may soon become necessity as the dis tance between industrial and residential areas increases and not everandustry is able to pro vide parking area for all its personnel As traffic increases so the need for the separation bi dil ierent types of traffic increases Trucks which service the indust rial areas must be kept to their own routes that provide free ac cess to the highway system with out restriction of local traffic It is also in the interests of the loc al residents to be relieved oi the dangers and congestion of heavy vehicles moving at all hours industries themselves with all th servicing requirements throughout their properties and processes repeat on more compact scale the problems of the community Not only must they lay out service connections to adequately supply all their ty but the structures themselves must be ideally suit ed to their needs As the molar portion of their investment is oft en in these buildings great care must be taken to choose wisely from the many structural syst ems available As has often been the case in this postwar era the growth and change has come about so quicin ly that even though engineering departments planning boards and industrial conunissions have been set up they are still main ly in thoprocess of taking stock of the existing condltions it has been an almost universal falling of Canadian municipalities to concern themselves new society in reducing of every possible cost of the work that was necessary to carry on from year to year As result in the name of co onnmy complete and detailed records of what had been done were not set up and kept over all plans of the pattern of growth and servicing were not consider cd and little if any thought was ever given to how well the year byyear building would lit in 133th needs of larger commun lt is rare municipality th at has on record even good set oi tried and proven plans of how to build municipal services CANNOT DISCARD Unfortunately in Engineering we cannot simply decide that the past efforts have been quite un suitable and resolve to carry on in the future ina proper man ner Municipal works are gener ally much too expensive to dis card even if lnefiicient or load quote so complete surveys and plans must be made In order that the best and most complete use can be planned for such ser vlces as now exist This always takes more time and effort than the planning of new work and it is usually matter oi years before the benc tlt of such planning is apparent At present with the information prepared during the past five years by the municipal staffs and their consultants at the cost oi thousands of dollars we are just beginning to develop the tools for planning building This information is good only as it is continually revised in the light of overchanging conditons and knowledge Plannng for community must be always fluid thing forI as the number at people and their way of life and work keeps changing the best laid plans of today must be ad aptahla to the needs of the fat ure All tha while however much building is going on within the city and inevitably we are already finding costly structures have been located in ways that will greatly hinder or surrounding district we have felt the rapid expaosloa of this industrial change and growth in the past few years our community has become alive with industry in many forms and this variety Is the means oi mak ing it stable community Only short time ago it was neces sary for many of our young peo pie to go to much larger centres in order to sack and carryo ut their vocation or to find liveli hood in the occupations oi their liking Now to much better and greater extent that opportunity is here and that opportunity con tinues to grow day by day This too as always is the churchs time of opportunity the churchs time to be of service the churchs time to give leader ship in the life the way and the Truth as this industrial expno sion enfolds the life of all its people both young and old For centuries the church tha synagogue or the place of relig ious thought and worship has had place in the community it may stand at the four crossroads of farm district it may stand next door to large department store surrounded by the htstlo and bustle of everyday activity it may stand in the heart oi great industrial centre Wherever it is it is there to be ofservlcc to mankind and to brutg meaning into every aspect of the human life it is there to give the true purpose to all our activity For many years the church has stood in Barrie and in the smaller communities around it ministering to the lives of tha people through all the changes and all the growth that has taken ace POINT THE WAY Now as ever the church still stands to serve in this new gen oration this new era that sun rnunds us The church is here to point the way and the truth to the industrial executives the ad ministrators to the professional men and women and to all the employees in industry It is here to be of service in the matters of importance to the human soul and to give strength and guided ea in all the problems and the REV WALTER DYER stress and strain that industrial development brings into the llv es of men today in good many instances the cmpioyea the executives and the administrators of our indust rial lifo are part of the church which so serves the community but so often we fail to visualize or realize the connection bet ween the two They are kept pol es apart when in reality they should be integrated for the ben efit of all This is often morn not iceable in an industrial commun ity than in an agricultural com munity Therefore in our growth and expansion here in Barrio wa may well take serious thought of our changing pattern and make sure that as we grow in the mats erlol wealth through industry we also maintain spiritual bal ance in the lives of all tha people concerned There is need that our new society shall continue to be Christian one and God centred one our religious faith must be ex pressed not only at home or in the church itself but in our Working life in the world Th working life is lust as truly Gods concern as anything else Therefore we must seek to und erstand Gods purposa and tha perplexitles oi the social indust rial and political life of our com munity and then to offer oursel ves as instruments of this pur posa in these spheres wards their neighbors No matter in what position wa find ourselves we should all be aware of the witness we on make in the places where we work particularly at time when the context of mans life tends to be where he works rath erthan where he lives in such society men and women are needed who are known to be dis tinctively and unashamedly rel igious in the true sense of the word the bear witness by the integrity of their lives by tho rcsronsibility of their hearing an by their unlasimg chorit to their employeos and their fellowwork crl The New Testament speaks not of God so living the church but the world and we must prove to people that the church is not simply concerned with preserving the Institution but is vitally involved in bringing about Gods kind of world OUR TASK This account may be cited as to our impressed him They really helped each other they really loved each other and it was this quality of Christian fel lowshlp and concern for the com munity which led to his conver sion to Christianity This could only happen in community which had already established its social concern in the neigho bourbooti in terms and action whlcb the people could under stand This is the churchs mission in an
