1959 INBilBBlE First By JIM GARNER Examlner Staff Reporter Twelve months have elapsed since rocket burlt at the Can adian General Electric plant put the city of Barrie into orbit New Years Day 1959 saw parade move through the streets of Canadas newest city to the arena gt The following day City Doy Mayor Willard liinzie was sworn in by Ontario Premier Leslie Frost at Barrie North Collegiate More than 500 people went to see the ceremony making the inaugural meeting one of the best attended council sessions eidr held in Barrie indeed the number of citizens who have attended subsequent regular meetings of Barrie coun cil other than for specific pur poses is virtually nil Amid the joy of greeting the new status Barrie residents were conscious of shadow By becoming independent the city had had to leave the County of Simcoe Negotlaiions would be necessary to divide up the joint assets it would he necessA ary to make arrangements to carry on county services sup plied to Barrie No committees chaired by Barrie Alderman Lester Cooke and laxWarden Arthur Evans met and diseovcred they could ignore the bitterness which had first affected the altitude of the county The committees negoti aied rapidly and amicably and came to satisfactory agree ment in about ten months They persuaded the Ontario govern ment to hand nut to the county 596000 tothe Ity 323000 to help out this years finances ANNEXATION gt The beginning of the year saw the physical area of Barrie ex tended to twice theformer size by annexation from adjoining townships Residents who had not previously lived in city now did so They did not ap preciate the change as tax rates were in most cases nearly doubled while the standard of service throughout tho year has remained much the same One of the early hassles city council gut into was with the Public School Board when it recommended the erection of multipnrposo building for King Edward Schnnl Aliandale The board accepted the recommen dation taking it that City Coun cil were asking them to spend the money on it Council backed down when the board talked money and it took series of meetings before the two decided the multipurpose room was an educational nec essity Cost to lhe taxpayers about $50000 When the present citycouncil took office firm of masterplan ners was still preparing an oili cia plan to take care of Barries needs and growth Today the plan is still not adopted Latest estimates are it will take six months to get the plan into law Included are zoning and traffic arteries THORNY PROBLEM One of the tlinrniest problem was over Wellington Street Early in the year Alderman Charles Wilson wrote the plan ning consultanm giving his views on traffic arteries Although his letter was never publiclyre leased he gave copiesto £ch fellowmembers of cltyioouncil while more copies were made available from the Planning Boaid Alderman Wilsons views on Wellington Street are simple keep it residential The con sultants agreed with him Mdermaanooke did not He charged the icttérwrittogwas an improper action and asked themayor so to rule Mayor Kinziedid so But nobody has ever explained how council members action which is con trary to neither law
