cardamom lo Bayfield Street Barrie Ontario may JUN 22 netrune The Budget Election omens Or Onlyx Economy Move While not as spectacularly expan sionistlc as the governmentvsBank of Canada Governor battle last week would have indicated the budget handed down Tuesday night by Finance Minister Don ald Fleming is designed to get the econ omy moving The big items in thebudget are the removal of the 715 per cent excise tax on domestic cars and the pushing down of the value of the Canadian dollar to below that of the vs dollar The latter was designed to reduce imports and increase our exports of goods abroad fhis budget coupled With the im proved situation in unemployment it decreased in May for the third month in row should give new impetus to all facets of the Canadian economy Canadians however must realize that with this budgeet they are continuing to live beyond their means The BOVGm ment is budgeting for record peace time deficit this year of between $600 000000 and $700000000 This will be till fifth annual deficit in row it was $345000000 for the 196061 fiscal year Someday we Canadians must catch up with ourselves Whether or not the budget gives an indication of fail election this year appears to be debatable point It had been predicted that if the budget were to be the harbinger of an election it would have been more extravagant in an effort towoo votes On the other hand no government can run toomany deficit budgets without drying up its ability to borrow more money It might be that the government will feel it has come close to shooting its bolt on deficit spending that tightened belts will be necessity with future budgets at least for while and that thus an election would be wise before the nextbudget is handed down our own guess is that an election will be held thlsfall if unemployment continues to drop and if the new bud get has the effect of boosting produc tion of domestic goods If this doesnt happen the government might feel it wiser to take its chances in the spring It seems to us the government realizes it cannot further endanger our borrow ing power by even bigger amounts of government spending with the result ant deflcit budgau and that this bud get represents how far it feels it can go safely inthis regard They realize sweetened budget is good backdrop to fall election but feel the nation could not afford the price of an all sugar budget that might seriously damage our economy and future prospects For The Culture Vultures We in Barrie still have to go else where largely for good and stimulating entertainment And we shall have to continue to go elsewhere until there is wider realization here that pro gress means something else beside ob taining another industry as welcome as that might be We can it is true take some comfort in the fact that we do have number of groups in the city which are making some effort to provide thenown enter tainment and cultural and intellectual ulation 37 Great Books Club the various band organizations the SPEBSQSA Barrie Art Club Canadian Club of Bar rie Barrie Drama Workshop adjust few samples of such groups The local Community Concert Associ ation and the University Womens Club are notable for bringing at least some outside talent here But itstill remains for us to go else where to get anything morethan brief acquaintance with entertainment of professional level If its any conso lation however we wont have to go far this summer to get it We have already mentioned the Muri posa Folk Festival slated for orillia this Aug 18 and 19 There is also good brand of summer stock TORONTOThe Opposition is beginning to raise hubbub over Premier Frosts decision to put off the Toronto byeiections And well they might For the decision is probably the weakest politically of Mr Frosts career This may or may not mean anything at the polls But as reflection of the poe liticai health of the PC party to day it is significant The premiers given reason for not holding the votes is that there should be redistribution before they are held This has been discussed here before if your fouryearold didnt come up with better excuse for getting into the cookie iorl you would be ashamed of him The important point politically is this would not have happened few years ago It indicates the strong loss that the party suffered in the death oful MacKcuzie You can give any odds you want that if the isle boss of the political machinery had been alive Mr Frostwouidnt have taken this decision Mr Mackenzie had great po lltical savvymore than only very few knew And successor has yetio be found There are those who are try ing to fill his shoes of course And some of them are good men and able in their way But theyare not even close in iiir MacKeuzle in ability The late organizer dominated the party behind the scenes Though he seldom Ielt Toronto and either his Bay St office or the Royal Yorkbe bad close finger on every section of the province He controlled the candidates and kept up the control when they became members He was consulted on elections appointment of cabinet minister and affairs of the gnvemment as they affected politics And his advtce was based on rare political wisdom The PCs can thank their stars that neither the Liberals nor the ICE have man of his calibre eiiher if they did you would have to give them very strong chance in any election lease yourself
