to provide full employment for its working population With all these facilities for industrial prosperity why has there been fallingoff in employment in the last six months To find an answer to that ques tion have been making some in quiries at firsthand and the con clusion may be summed up briefly as follows We can produce and de liver the goods but there are not sufficient buyers who will pay the prices we ask and must receive if our industries are to pay the costs of production and marketing While on visit to the City of Welland recently pursued my in quiries Previously had passed through that city several times but had never realized that it was the centre of one of Ontarios highly industrialized areas includ ing the urban parts of two adja cent townships with total popu lation of 30735 gross production of $89585132 and wagé total of $23261937 in i952 During and since the war work ers had enjoyed full employment the average income being $2891 per year up to the middle of 1952 Manageriallabor relations have been good and although wage de mands have been increasmg pro ductivity of workers is said to have more than offset that factor The decline in employment began in July 1953 when there were 870 out of work fur ther decline occurred in Sep tember When many were laid off in the heavy industries and today there are 2600 unem ployed in the area The three heavy industries affected are Atlas Steels Limited Electro Metallurgical Company of Can ada and PageHersey Tubes Limited Diversified industries are said to bedoing fairly well their products being readily ab sorbed by the domestic mar ket In order to discover why these three heavy industries had laid off about half their regular staffs interviewed their managers They all blamed the present situation on the decline
