time to time This in itself has been worthy Feds oration achievement The Nationalw Agricultural Ad visory Committee which was set up during the war and has been since enlarged to give greater Federation representation has been one of the outstanding feat ures of the Federations role in advising government authority on agricultural policies This Com mittee is now entering its llth year is chaired by the President of the Federation with eight other Federation representatives and with the Federation secretary act ing as secretary of the committee It meets twica year has access to all Federal Department of Agri culture information on all com modities and makes its recommen dations to the Minister of Agricul ture and the price support board The field of farm inltometax is one in which the Federation has been resopnsible for developing in cooperation with the Income Tax Department certain policies which have remedied the injustices which existed ten or twelve years ago in the application of income tax regulations to farm business These injustices had existed be cause prevzously there had been no recognition by government auth ority of the peculiar nature of the faihfing the Income Tax officers and the Fed eral Department of Agriculture This system was an official recog nition that weather is one of the great factors in influencing thI economic position of farmers from year to year The matter of depreciation has been another field of accomplish ment in income tax and certain adjustments have been brought about which corrected some un fairness The farm income tax guide now issued every year for use of farm ers is entirely the product of eff orts by the Federationsnalional office So is the policy developed by the Income Tax Branch of in corporating in their and that is in the matter of presentations to royal commissions parliamen tary committeesand other bodies Since its formation the Federa tion has presented more than 50 briefs covering many matters of parliamentary committees and commissions the Federation is accepted as body which can and does make an eff ective contribution to the issue in hand Dr Hopes activities for the Fed eration include very Cream Producers Organization are proud of the accomplishments of our 02 ganization since its origin in Oc tober 1946 We all agreed that there was need for County Cream Pyo ducers organization Last year 1953 there were 4140 cream pro ducers in Simcoe County deriving cream income of one million five hundred thousand dollars annually It was very necessary that county organization provide membership leadership and guid ance to our Provincial Marketing Board and also to assist individual cream producers with their prob lems First of all the dairy herd is of vital importance in maintaining the production of our Ontario farmlands In the year 1953 the number of cows in Canada in creased by six per cent over 1952 That means there is now little more than one cow for every five Canadians and that is as it should be In the second place sudden drop in the price of cream used in the manufacture of butter would have sufficient effect on our econ omy through loss of income by our cream producers to be felt in all business circles In 1953 however the consumption of creamery but ter was the highest it had been since substitute for butter was first placed on rthe market About million more pounds of butter were sold each month last year 1953 than in 1952 There is some thing significant about this mark ed and increasing preference for butter We found it most convenient and necessary to approach both our provincial and dominion govern ments for their consideration and assistance in the rinterests of the dairy industry particularly the cream producers In February 1953 it was necessary for all organiza tions of the dairy industry to pool their influence in their protest against the importation of cheap vegetable oils to be used in the manufacture and the coloring of synthetic dairy products We as cream producers would like to say how much we appreciated the stand taken byyour Ontario govern ment and the Opposition in realiz ing the value of our dairy indus try and affording it just protection We would like to refer to the co operation and understanding that has been built up between the other dairy groups such as the Whole Milk Producers the Cheese Producers etc as well as the cream producers and creamery operators Your committee would like to report that probablyI the most dir ect benefit to the producer was the setting up of floor price by our federal government of 58¢ per pound butter fat for cream It stabilized the market and provid ed security for the producer for twoyear period of which one year has just been completed It also benefits the consuming public in that it protects them against fluc tuating prices caused by small sur plusesgfrom time to time which depress the market belowcost of production and then in turn cre ate
