works is meant tot discuss passage of motion re ducing the curbing program by 22 miles and diverting this money 1362000 to the drained maintenance fund The passage of this motion isli likely to encounter some verbal fireworks warned Mayor Kin rie since he and some of the other councillors arc violently opposed to the cutting down of the curbing program part of the proposed tiveyear plan MINORITY REPORT Alderman Earle Williams chairman of the board of works has refused to bring in the re port himself thus designating split in the Committee itself and probable minority report The strife over the cutback of the curbing program came to head two weeks ago when motion brought to by the gen eral government committee to divert $52000 to the maintenance program and misc debentures for an equal amount on the curb ing program was turned down by majority in council The maiurilyv led by Alder man Roberts was opposed to debenturing $52000 to the road program since it fell the entire tiveyear plan needed review Alderman Les Cooke at the time blasted those members op posed to the fiveyear plan as going against the wishes of the people of Barrie FIVEYEAR PLAN The fiveyear road plan esti mated in 1958 at $800000 was voted on by the people and pass ed by substantial majority The majority held out how ever in not wishing to take on the added 551000 debenture debt Alderman Roberts charged that something was wrong in the department of public works and no such debenture should be tak cn on until study of the five ycar plan was made The irony of the situation as mentioned by Alderman Cooke was that the fiveyear plan and the curbing program was not out of money but since deben tures could not he raised on maintenance the money from the curbingprogram be divert ed to maintenance since deben tures could be raised on curbs which are capital works So felt the general government commit tee The matter at hand boiled down to something bigger how ever than just the
