DePSpeaker two on uneasiness lls international axnonmsorv mm sexmum in talk broadcast over CKBB on Saturday Feb 25 Ar Bob inSOH Deputy Speaker of the vliouse of Commons commented on the fitness of the Canadian people and the importance of physical fitness in the internation nl sphere The text of his talk is given below Last week the Canadian Ski Championships were held on the shores of Georgian Bay the first time in many years that these banner events had been awarded to Southern Ontario The Alpine races were min at Collingwood and the jumping was staged at the great new hill of theMldland Ski Club it was thrilling sight to see the finest of competitors from all over Canada from tho Iinited States and fronrEuPe competing for the highest honors in Canadian skiing The open cvent was won an honored guest from Finland and the closed event was taken by Canadian boy from Three Rivers Jacques Charlond who incidentally made the longest jump of the day Both these winners were members of the Olympic teams of their re spective countries and had been jumping at Cortina in italy Just week before Fitness of Canadian Winner was talking to one of the com petitors after the meet and he paid tribute to the physicalfit ness of our Canadian Winner in these words Jacques was in ter rific shape After making his jump he beat allof us backup the hill without turning hair All ofthe jumpers appeared to me to be in good condition but it is significant that the one whom fellow competitor recognized as being in the best of conditionnwon the event and made record Jump for the hill This led me to dis cuss in this Report from Parlia ment Hill some aspects of physi cal fitness inCanada subject on which James Brown MP of Brantford enlightened us in the House of Commons several weeks ago NationWide Survey Last year nationwide survey was conducted by SporisCollege which is nonprofit organization devoted to educational services through research to provide formation in the fiel of sports health and physica fitness Sports College discovered that onlyone in Canadians has even minimum of physical fitness The survey covered group of some 5i000 Canadians from 14 to 50 cars of age it Ontario reg at to say owed the lowest physical fitness stand ard of any province in Canada where only 103 ssed th tests in British Colu hi 295 in Manitoba Quebec importance sample physical workers the highest Only 178 of executives passed the tests and only 12 of students Canadian Youth Unfit it was surprise to me to learn that it was found in the suriiey that the youth of Canada is de cidedly unfit only 14 passed the minimum tests Rural people far outclassed city dwellers in fit ness levels and towns and villages were well ahead of the cities But on the whole out of total of 51555 Canadians tested only 8532 or 166 passed the tests We understand that by physical fitnem ls meant functional effi ciency or ability to handle daily work and recreational loads with out undue fatigue and with sulfi oieuc reserve for physical emEr gencies and speclalstressésC Being physically fit meansbe ing able to carry on comfortably the normal daily activities of life with reserve for any emergency that might arise and to be able to recuperate without undue eff ort One Reason One of the reasons for our low standard of physical fitness is of course our high standard of liv ing The very same situation that exists in Canada today exists in the United States and imagine that their figures might be even little worsethan ours They have alarmedithe President of the United States and beforehe was taken ill with his unfortunate heart attack he had called meeting at Denver of recreational groups throughout the United rellively by WI in film gt so Physical fimmtats nude in Europe show that European peo ple are far ahead of Canadians In tests made there only 97 of European youngsters failed In certain strength tests made in tbe1luited States 357 of the children failed but only 11 of European youngsters failed in the same tests In Austria and Switz erland only 05 of the young sters toiled it would our that the European nations have Can ada badly beaten in themiitterlof physical fitness No Overall Policy inCanada there is no overall policy or leadershipin the field of Physical iitnEss individual athletic groups can work only among their own organizations and there is no overall leadership lliE PiiQTOGImPliEK cute es six penguinspiaylng what and no overall direction in the past inCanada boys and girls obtained sufficient exercise at home doing the chores but in themechanizcd age in which we now live they do not often get this type of exercise The only exercise that some of our young people receive is ex ercise under supervision The problem is probably going to get worse instead of better in all age groups particularly as the need for constructive use of leisure time becomes more and more im portant The Recreational Directors Fed eration of Ontario suggested ray ai commission should investigate the state of physicalfitness in Canada and the constructive use of leisure time It was thought that royél commission would take broad view of the subject rather than look at the situation fromthe particular point of view of any sport lfhis idea uld appear worthy cousiderati Physt fitness does uot necessarily make person an athlete but it inevitably makes him better hble to dis charge the normal daily activ ities which are the lot of the sveruge Canadian with cor talu reserve for emergencies and speclnl offert As said bétore it was foundithnt Clu physical fitness smaller of henli it becomes matter of tiomlzdefenc audits truly pa of our fight for democracy More Than Provinciallifltter That iswhy lphyslcal fitness is perhaps more than provincial mutter Constitutionally Vsu provincial matter but believe it is also of national concern1he National Physical Fitness Act was repealed last year but the Department of National Health and Welfare might well take pnotber look at the subject of physical mess in Canada This subject ties in very closely wititrtthc great workwhich Department uuderits capable Mina lsterthe Honorable Paul Marti is doingin the creation tloull Health Program it Nltlousl Health ngrlm $1 Durlug the seven years 104855 the Liberal government at Ottawd has made available grants to thq provinces new totalling $43000 000 year to assist them in th constructionof pew hospitals it is said that Russia had four million men in training from which she has selected her teams to contest the Olympicgames and we now know how exceedingly well her athletes did in thewln ter contests at Cortina Of course this is done to show the world what can be done by Communism Therefore physic fitness can becomea national and interna tional matter is vitally important matter when one remembers the number of rejects in Canada from military service during the last war on the ground of physi cal unfitness wonder what would be the mu
