visit to Winnipeg Mr Morri son gives his Impressions of Parks and Recreation as he found them in the Manitoba capital Next Monday we will have another guest first col umnist to discuss special subject privilege of attend ing the 1949 convention of the Parks and Recreation Association of Canada in Winnipeg August 811 It was particularly happy occasion for us because we were able to contact number of people whom we had associated with when resident of that city prior to 1921 also to renew acquaintance with convention delegates from Halifax to Edmonton Winnipeg is progressive city of over 300000 inhabitants includ ing suburban municipalities Only fewweeks ago it celebrated its 75th anniversary The city coun cil officials and citizens at large did everything possible to give the convention delegates real welcome and ii pleasant time In the field of parks and recreation Winnipeg is leading the way in many respects The city proper has over 600 acres of parks and more land is being acquired at very high prices Four years ago 25year program was started and half million dollars ear marked for the development of parks and recreation The Parks and Recreation As soc1ation of Canada is the out growth of the Ontario Parks As socmtion inaugurated about 12 years ago Parks men frbm other provmces attended some of the conventions and wanted to join and recreation programs were be ing organized At the 1945 con vention in Toronto it was decid ed to broaden out and make the association Dominionwide Parks have been an important part of ciVic life for centuries and until the advent of the machine age provided all the recreation deemed necessary Parks are re creation and the two cannot be separated To create and main tain beautiful areas and to encour age citiZens to appreciatii andenl joyv beauty has always been the main function of parks officials and this is recreation enough for some citizens With more leisure time the need fprwplanning and directing recreatlon becamewapi parent and today recreation is highly specialized science Young peoplc demand more than beauty spots There must be an outlet for their jenergics and aptitudes So sports crafts art drama music etc have become part of recrea tion and are vital in developing character and citizenship Leadership in directing recrea tibn programs is of first import ance This was stressed by every convention speaker Those who desire certain kind of recreation should beencouraged tosacrifice something in order to enjoy it Much of the equipment required should be provided by teenagers themselves They should learn that sacrificing is part of life There were 70 official delegates and25 associate delegates at the convention and they were about evenly divided parks representa tives and recreation leaders but there was perfect harmony as all realized that they are dependent on each other In most centres re creation is under the parks com mission or board with superin tendent of parks and superin tendent of Simcoe Seed Potato Growers Cooperative for dinner William Darby was chairman In his icmarks of welcome the chairman stated that ancc received from various sources had been responsible for the suc cess of the Cooperative The visitors were introduced by William Steinpfle chairman of the Seed Potato Growers Associa tion of Steubn County We came to Simcoc County be cause we had heard of your hos pitality Mr Stempfle said and especially your success in produc ing fine potatoes We should be proud of the seed potatoes which we all grow believe in the ability of the individual farmer but he needs the leadership and help of his fellows We extend an invitation for you to visit Steuben County which will treat you well and appreciate your company Mr Stempfle then introduced Mr and Mrs Fred Ward of very critical so that only good seed would be passed One weakness was the system of storage and marketing have seen thousands of bushels lost by poor handling he stated We must learn the methods of Thomas Cooke of the Odd lfcllows Home at Barrie set new record for himself when he sold almost 7500 tickets on the boat draw held in connection with the recentLions Carnival July 21 and 28 He was familiar figure on the Barrie main street during the tWOmonths period of the summer when he was completing the large objective he aimed for on his last ticketselling project Mr Cooke says that it would be useless for him to try to enumerate the number of tickets and chances on draws he has sold during the past fewyears One of his most memorable selling jobs was done for the Danforth Lions Club
