OMB applau ds tow n for reaching con se n su s The Ontario Municipal Board (OM B) has lauded the Town o f Oakville - and its residents - for reaching consensus for the common good on the hot issue o f north Oakville growth. So states the formal decision released Friday by OMB members Don Grainger and G. A. Harron. who heard appeals to the Tow n's plan for growth north of D undas - O fficial Plan A m endm ent (OPA) 198. What was anticipated to be a lengthy and expensive legal hearing was trimmed significantly when the Town and most of the plan's detractors reached a settlement. "O akville has now set yet another precedent for reaching settlem ent between diverse interests to the common benefit o f the town." states the decision. A settlement was reached between the Town. O akvillegreen. C lear the A ir C oalition (CTAC) and R esidents' Association North o f Dundas (RAND) last month. "On all o f the evidence presented, the Board finds that OPA 198. including the proposed m odifications, has resulted from a lengthy, com prehensive open public process." said the OMB decision. It goes on to "com m end" all parties for their participation and encourage more o f the same. While recognizing that "all differ ences were not com pletely resolved" the OMB decision suggests there's still plen ty o f room and time to sort out outstand ing concerns through the upcom ing detailed study and secondary planning processes. "OPA 198 now represents an im por tant first step, o r high-level policy review, leading toward detailed imple mentation and involving future open public development approval processing stages," states the decision. W here once the Town was criticized about OPA 198 in regard to issues of public participation, regard for residents and the environment, the newly revised OPA 198 was given the green light bv the OMB. "The Board finds that ORA 198 as modified ... is appropriate, conforms to the Halton and Oakville Official Plans, represents good planning and is in the overall public interest of the com m uni ty." concludes the OMB decision. The local groups opposing OPA 198 at the OM B were concerned about the impact o f grow th on the environment as well as residential areas and the tow n's residents. Now detailed planning for the 7,600 acres o f land to be developed over the next 15 years will begin. Town Council has approved hiring a consultant to work on a secondary plan for lands west o f Sixteen Mile Creek. Secondary planning is already under way o f land east o f the creek. And it's more than possible that the north Oakville growth issue will be back before the OM B during the secondary planning process which will deal with the science o f the natural features, such as the function o f the Trafalgar Moraine.
