According to investigators, it was around 6:45 p.m. when a 36 year-old woman who had been shopping at Dominion returned to her vehicle parked at the front of that store and placed her groceries in the trunk. She returned her shopping cart and then went back to her vehicle. The victim then sat in her driver's seat and was about to close her door when she was grabbed from behind and pulled sharply by her shoulder area. She screamed and was able to shut her door. The suspect was spotted fleeing on foot in an easterly direction. The suspect is described as male, possibly white, with short spiked hair with blonde tips. He was clean-shaven and was wear ing a light jacket and dark pants. Burloak water plant meeting Thursday Halton Region is hosting a public meet ing on the new Burloak Drinking Water Purification Plant tomorrow. The meeting will include an open house from 7-9 p.m. with a presentation at 7:30 p.m. in Council Chambers of the Halton Regional Administration Centre at 1151 Bronte Rd. In March 2003 Halton Region complet ed a Water and Wastewater Master Plan review. This review found a new water purifi cation plant is required to provide water supply for Halton's growth -- from Oakville to the Hwy. 401 corridor in Halton Hills. The Region is currently in Phase 3 of the EA process -- identifying and assess ing alternative designs for the new plant. At tomorrow's meeting. Halton region al staff will present the evaluation process that chose a preferred site and review and address any potential concerns about neighbourhood impacts. Many of nearly 400 area residents who just purchased new homes in the Lakeshore Woods subdivision say they didn't know about plans for the plant. There was only a clause in the subdivi sion agreement, but not agreements of pur chase and sale, for the first three phases of the development, that mentioned the potential for the plant because the Region hadn't yet purchased the site -- and the developer didn't disclose the possibility of the plant to purchasers, say the residents. The Town of Oakville has requested signs be posted and that mention of the plant now be included in purchase and sale agreements on any future new homes. Many existing residents moved in last summer -- after Halton Region held a public information meeting last spring. The residents arc angry they missed their chance to speak against the plant's location in their neighbourhood and many want to reverse the Region's decision to build there. Residents took their case to the Town, but since water provision is a regional responsibility, the Region is calling the shots on the plant plans. The Town did instigate tomorrow's meeting. The Burloak Water Purification Plant is to be built on the south side of Rebecca Street just east of Great Lakes Boulevard. The plant was identified as a need in Halton's regional water and wastewater master plan review in October 2002. It will service future growth in Oakville. Milton, Burlington and Halton Hills' 401 corridor. The plant was to be in the vicinity of the Lake Ontario shoreline and Burloak Drive. Two potential sites included that on Rebecca Street and another on McPherson Road. A third site on Bronte Road, north of Hwy. 407 was also looked at in terms of locating the plant away from the lake. The Burloak site was preferred because its proximity to Lake Ontario would result in the lowest servicing costs. According to regional consultant CH2MHill, the McPherson site is current ly farmed and outside the Town's approved urban area. Location of the plant there could see 3.5 hectares of woodland removed for site clearing, would disturb a large woodland, could require diversion of a watercourse to the rear of the site, and would require the construction of munici pal services to hook up to the facility. Along with the treatment plant, the facility will also include a water intake pipe, raw water transmission main and a pumping station. The Region is now doing a Class Environmental Assessment (EA ) study related to the plant's construction.
