OTTAWA. April 8-Although the gov~ ernment guards its tariff proposals with the utmost watchfulness it becomes more and more evident that the pressure of pub- lic opinion in favor of a pro-British trade policy will prove irresistible, and that when the tariff comes down it will be found to make much greater reductions in the classes of goods mainly imported from Great Britain than on those mainly im- ported from the United States. The On- tarioliberals held a conference with mem- bers of the government, in the course of which the situation was thoroughly dis- cussed. The result of the meeting un- doubtedly will be to strengthen the pro- British movement. Members who do not care to be quoted and who personally would prefer to see an all round reduction of the tariff. without consideration of the country from which imports come, admit that public sentiment is absolutely oppos- ad to it. and that a tariff framed on the principle of ignoring the Dingley bill and other recenthostilc American legislation would be exceedingly unpopular all over the dominion. There is not unanimity by any means on the question. A number of the prominent liberals argue. and argue logically. that if tnrill` reduction will belie- fit the poo le of Canada there is no reason why` we s ould not secure the benefits that will follow reduction on American s. because the Americans are no fool- ish as to maintain a high tariff against Canadian goods. In The House of Commons. OT'r.\\\'A. April 8.'!`he estimates for the coming year were brought down by Mr. Fielding to-day. It is dilficult to put nance into English, and tedious to read columns of figures, but a somewhat ex- tended reference to the cost of operating the government of Canada will probably be received in good part by the people who pay the bills. Last year, it will be remembered. the newlyorganized liberal government accepted the esti- mates prepared by the outgoing gov- ernment. because there was no time to in- vestigate and review them. Mr. Laurier announced that the money voted would not be spent if it were not required. As a matter of fact very considerable some have been left over in the form of unexpended balances. The estimates of 1397-8 are in- wreating because they are the first pre- red by a liberal linance minister in ullment of the many pledges of strict economy. How nu-e those pledges been redeemed? The house voted last year 83ll,6Sl8,9`25 for the maintenance of the public services and the carrying of the public debt. It voted $5,132.14)? for capital expenditures. such as canal and railway construction and debt redemption. This year it is asked to vote $18,111,662! for maintenance and debt charges, and _>8li.386.69t1 for capital expenditures. The reduction in the costof operating the public services is 81.5:-l7,`.`li`.!. That is a very great decreasein a single year. but the people of Canada may reasonably expect even greater reductions in the future. It was in 189441. : that lor the lirst time ordinary expenditures climbed over thirty-eight millions. In that year it was &`%S,13`. ,00. i. The country will feel safer when it gets down again to about $37.U00.000. where it hovened for a food many years. If this can be done whi e population increases it will mean a very considerable reduction in the cost of gomrnment per head. 'l`|m a`.~.rna nf thn nmmrnmenf. tnwarrla Uannamn goons.
