Allxmdule. 1 The King Go-vern-ment has been boasting of the great increase in in1.1nirg1'a`tion during the first nine months of 1923 over the total in 1922. But the gure in this period, 106,000, was 6,000 less than the emnigration out of Canada into the United States, during the first seven months of this -year. A `better barometer of actual conditions is sho-wn by the figures of settlers effects coming into and going out of Canadla during the scal year end- ing Sept. 30, 1923. There was all told $6,000,000 of these effects came into Canada, and into the United States alone $9,000,000 was sent out. That there is need of a radical` change in our educational system was made clear at the educational meeting held here last Fridlay. The rural schools, of which there are over 5,000 in the Province, are not getting a sqirare deal, and there is need of more practical t1'ain.1'-nrg along agricultural lines in the rural districts. Inf boys and girls are to remain on the farms their education must be along the lines that will best t them for their life work. Farmiirg uow-a-d'~aJys is a science, and to be successful the farmer must be trained along special lines, just as in any other profession. Since Hydro power was intro- duced in 1916 the uunrber of cus- tomers has doubled, the power load has tripled, and the average kilo- watt hour cost to customers has been redtrced to less tlhan one-half previous `ates. The total mileage of rural lines at present operated by the Commission is 835 miles, giwiiig electrical service to about 13,500 customers. If the distri:hu- tiou of electrical energy had been in the hands of private corporations most of the thousands of customers in rural Ontario, including the smaller towns and vill ges. to whom I-Iydro now dist-riibutes electricity, would be 'without the benefits 01 electriczll service. `excellent en_<.:ra\'ing of the ne\v coat A new $2 Dominion of Canada note has just been placed in circu- lation by the department 01' finance. (An Illl.IIbl`ll illlll` : I n nnncovx-r Barrie - Marble - Works; According to the review for No- venrber just issued by the Canadian Bank of Commerce, trade co-nd.ition:_ in Canada are on the w.hole, satis- t'a'ctory. The success of the Domin- ion Government loan and the Province of Ontario loan augurs well for the future of the Domin- ion. The chief 11'atur.al products of Canada, those of the eld, forest and mine, are nding marketis aubroad in increasing voluume despite the unsatisfactory conditions which prevail in so many countries. In- ternal trade has shown little change in the last month. Buyers are very cautious, giving attention to im- mediate rather than` prospective re- quirements. Connnercial collections are seasonably better than a year ago. The greater part of the eld crops have been harvested and threshed under favorable conditions. The quality is well up to the aver- age, but the price obtained by the producer is lower than a year ago. The cost of production, however.~ may work out lower this year. It is pointed out that the condition oil`! the farmer would not be improved I-uv nn inn:-nneo nf nvndif nut nl nrn. tut: J.iJ.1'I1lt:l` wuuru HUI. ut: Auryluvcu by an increase of credit out of pro- portion to his :Lbi1.ity to repay. The Chairman of the Bank of New Zea- land recently said, It is safe to say of the majority of those farmers who are in diiculty that they had too much credit and not too little." Cases are reported t`rom the United States of farmers by the score who have ztbzuidoned their ._t'arms to mortgagees and creditors and gone to work in towns and lumber czunvps, taking their personal belonging? with them in motor cars. The fin- ancial statement of one farmei who raised 4000 bushels of wheat shows that taxes, interest. on mortgage and harvest expenses ab- sorbed the entire proceeds of his (~rnp,1e:1\'ivn:_r not.hin:.:' t'or his own labor and that of his t`amil_v.
