In the United `States [there is an interstate commerce com" mission to rectify these matters. He thought by thorough organ- ization the farming community could secure cheaper and better service at the hands_ of the rich corporations. He pointed out the unfairness of the cattle guard regulations and other matters in which the farmers were. getting the worst of it. ' Mr. W. L. Smith followed. He also referred tothe transportation problem. In speaking, of the tari; he said re-T duction should be made in favor of the Vfarmers, who constituted 48 per cent. of the ,people of the country. The manufacturer had, he said, been pro tected for 25 vears, and as there was vastly more invested in agriculture in Ontario than in all the manufaotories in Canada, he thought the greater interest should, be favored. The farm- ers have encountered more diculties than the manufacturers. `He cited the high duty-} of value-on spades. shovels, wagons, ready-made clothing, etc. These things together with machinery, etc., constitute, the raw material of the farmer and on these the tari` should be reduced, as well as `on the raw material of the manufacturers. Conditions are changing and the tariff should be changed accordingly. The United States is changing-from a food- producing to a. food-consuming nation. Freer trade relations are needed be- tween Canada and the United States. This would greatly increase farm values and generalprosperity.
