I would now call the coun- cil's avension to thefact that the treas- urer of this township is geting the enormus sum of $150 for his work. ` I have asked one-half a dozeaclerks , and they say that a treasurer has not more than one-tenth the work of a clerk. This means that the treasurer should not 2 get more than 820 salery. Anything more than that istwo much. A special meeting of Innial Council was held on Jan.. 20th, 1900, all mem- bers being present. Pastor Botterill read in the evening service, a sermon and address delivered by Paul Kruger in the Baptist chapel, Pretoria, about a year ago on the Blessings of Peace, while, as the Preacher remarked,_` he was then, and his people had been for sixteen years deliberately planningand armingfor war against Great Britain. The sermon is worth reading because it reveals the duplicity of the man who rules the Transvaal. T of Boers coming to avillnge, and, ac- -cording to their usual custom, demand I have myself -been an. eyewitness ing twenty or `thirty women to weed their gardens, and , have seen these women proceed to the scene of unre- quited- toil, carrying their own food on their heads, their children on their backs, and instruments of labor on their shoulders. Nor have the Boers any wish to conceal the meanness of thus employing unpaid labor; on the contrary, everyone of them, from Mr. Potgeiter and Mr. Gert Krieger, the commandants, downwards. . lauded- his own humanity and justice in `making suchian equitable regulation. We make the people work for us in con- : sideration ofallowing them to live in r our country. ptefzoed the reading by saying that Dr. Li_-.-ingston `was probably the most charitable man we. found among our missionaries, he was sent ont in 1840 from London" with only vague in- structions from the Society to push into the interior, he went northward from Capetown, and settled `near the Transvaal of to-day and says :- ` _-Concerning -the Boers. ` h At? the Oongruguolonsl church Pastor Botterill, before speoisl prayer for the arm y in Afrnes, read, the following from Dr. Livingscon s hook on missionary eravelsin South Africa, a book issued 42 'yesr~ago.
