It received its third reading and was nally passed on the 6th day of February last From information` furnished to me by the Town Clerk. it would appear that all neces- sary preliminarv steps as to publication, etc., were taken, and I see no reason to doubt the validity of the bv-law, unless the same is affected by the agreement dated the 13th day of February, 1896, made between the Corporations of the Town of Barrie and the Village of Allandale as then existing. The portions of such agreement _which bear npon the question are as follows :-'Whereas negotiations have taken place between the said Town and Village with a view to the annexation of the Village to the Town, and in the course of said negotiations the Town proposed and promised that in the event of the Village being -annexed as aforesaid, cer- tain works would be executed andprivileges `secured to the Village as hereinafter set forth and agreed upon. . . . . . . . . . . . . At that time the combined flow of both wellswas 324 gallons per minute. By spring of 1893 this was re- _ duced to about 200. gallons per minute, I Superintendent .I{}}7n, of. the Water when by cleaning the north well only it was .' increased to 320 gallons per minute. By 1 spring of 1895 it had again diminished to 240 gallons per minute, when bv cleaning both wells it was increased to 420 gallons per minute. or some 30 per cent. more than original ow, after more than four years use. The supply is now reduced toabout 200 gallons per minute, which, although sufficient for present ordinary demands, should be increased at once to meet the heavier consumption of summer. A.. Mc- Intosh has done the work on previous occasions to my entire satisfaction. His terms have been $7.50 per day--himself and two helpers, with team and appliances. l Butvfrom former experience I think the team might be dispensed with, when his terms would be $5 00per day. The Mayor` read rule 58 ol"!he by-laws which states that it is not necessary to report on such payments. In answer to Councillor Boys. Reeve McLean said that Engineer Parke s salary dates from Feb 7th and that the $75 in the report was for the month end- ing March 7th. At a later stage in the meet- ing Councillors 1'yrer and Brunton moved that the Chairman of the Electric Light Committee consider the advisability of dis- charging Engineer Parke as his services are not required. Chairman Frawley refused to be a party to doing anything so dirty, and said that the motion did not come from a very creditable source. It was a ~bald-head- ed motion not accompanied by any reasons for such a recommendation Deputy-Reeve Caldwell said he thought that such a motion should not he brought before the Council until there was reasonrfor it Councillor Boys said that Mr. Parks had been engaged for six months and he would therefore op- pose the motion. Buyers are always sure of getting rid of their but- ter, however, so far as selling it is concern- ed; the trouble is they may have to sell at less than buying price, especially if the lat- ter is rather above the average. The supply therefore being somewhat In excess of the demand, the price on "Saturday was 14c. and 15c. per lb. or 3 cents less than on the previ- ous Saturdav. The expected slump in eggs also occurred, for Montreal and Toronto markets had supplied the demands by large importatious during the week.
