Last summer he had been prevented from putting stream- .; ers there. He had notieed, however, that since then nearly every little show, local or otherwise, decorated the fountain with ad- vertisements which are certainly no great works of art, and to say the least, are very unsightly. Councillor Frawlsy was of the oninion that Beautiful Barrie was dis-. graced by unsightly bill boards about the market, and other public buildings iDeputy Reeve Soules thought the public notices should be put up in public places. The opinion of most members was that advertis- ing on the Post Oice Square and in public buildings should be stopped. Chairman Love, of the Markets Committee willreport on the matter at next meeting. '.l`O\VN HALL `RENTAL RATES. Secretary A. G S. Burton, of the "Bache- lors Society, wrote, asking for the Town Hall for the annual ball on 17th inst He , said that the hall in its present condition was unfit for such an assembly, and offered * on behalf of the bachelors to tint the walls at their own expense, and pay for part of the scrubbing for the use of the Hall that night. Chairman Love reported against granting the petition of Mr. Burton, and was sus- tained by the Council. He then submitted a schedule of rates for the use of the ball as follows :--$6 for an afternoon; 38 for an evening up to 12 o elock, and $12 for all night, said rates to be exclusive of care- itaker s fees and all other charges. Coun- cillor Powell thought Mr. Burton's offer should be accepted as tinting the walls would improve very much the appearance of the hall. Councillor Johnson thought on the other hand it would be a bad move to take, for the walls should be white, the most standing color. Councillor Powell and Deputy-Reeve Caldwell thoughtthere should be some discrimination in therates in favor of churches or charitable organizations. Coun- cillor Frawley thought` it wrong to pander to any church or society. The rates sub- mitted are not more than the actual cost of heat and light, and no` organization has a right to expect thehall below cost. Conn-r cillor Bennett remarked that Councillors are elected to look after the town s business and not for charitable purposes. Hospitals and churches are run on a business basis and so should the Town Hall. Deputy Reeve Soules advocated stickingto the rates, and in any case at any time a rebate is desirable there is nothing to prevent the Council granting it. The report was then adopted, hence after this parties wishing the ball will have to applyto the Clerk direct and pay the above prices. THE APPOINTMENT OF ASSESSORS. The Finance" Committee recommended that C. W. Plaxton be appointed Assessor of Wards l, 2 and 3, at salary of $100, and Maior Ward of Wards 4, 5, and 6, also at salary of $100. Councillor Ball wished to know why last year s plan of one assessor was not adhered to, whereupon Councillor Bennett remarked that there were two as- sessors last year, one of them taking No. 6 r,__'._2lI__._ .'n___.-'n _...1 'n-_---I- ...-..-.l :._ Councillors Powell and Peacock moved in amendment that Mr. Ward s name be eras- ed and Mr. R. J. Fletcher's inserted. Councillor Powell said that Mr. Fletcher had given the utmost satisfaction last year, in fact there had been no appeals, whereas with other assessors there had been appeals by the `hundred. The amendment was lost, however, Councillors Peacock, Powell and Ball being itsonly supporters The report was then adopted and subsequently a by- `law was passed `conrming the appoint- ments. Assessor's rolls will be due May lst. - r The Finance Committee recommended payment of accounts amounting to $3056.19. Of the $2,000. $1,900 had already been paid. It was recommended that the remaining $100 be forwarded to the treasurer 08 that Board.-Adopted. ` A .xm.m cnossmas. Deputy Reeve Caldwell complained that the road "machine is standing at the wharf and he wished to know who is responsible for that` neglect of town property.` Chair- man Soules said it `had been loaned to the Ice Racine Board for use on the ice track.- The Council had granted them the use of it, and it was therefore the duty of the Coun- cil to see that it is taken proper care of. As Chairman of Works, however, he had asked a member of the Racing Board why it was left at the wharf. Said member was surprised to hear of it and said it would be returned `by Saturday night. That had not been done, however. He was instruct- `ed by the Council to order the machine returned at once. It was moved tbatVDr. Oliver be Medical Health Oicer for the )ear at $100, all con- sultations to be at his own. expenae.g Conn- cillors Love and Williamson moved in amendment that Dr. Uruickshanks be Medi cal Health Officer. The amendment was lost, all voting nay but the mover and seconder. Councillors Love and Williamson moved that Chief King be instructed to collect upromptly all back, livery, meat and other licenses for 1898 at once. Deputy-Reeve Caldwell thought no _ step should be taken in the matter until after the Auditors Re- port is received which will indicate all un- paid licenses. Councillor Frawley thought the motion incomplete, as it should include all unpaid `licenses for l897.~ He believed` that many licenses `had not been collected last year, and he would very much like to. knowjiwhy these had been allowed to go un- paid. The motion was carried without amfendment. _ " ~ _ ,I__.'____` l'IlI,_A AI _ Il,'_, , I III-IIJlI\I-IIIWLI U0 Frawley--John'eon--That the Mayor and Clerk be authorized to cover the overdraft in the Bank of Toronto by a note to mature about Oct. let. - Mr. Frawley said it is the custom in the bank to strike all balances at end` of one month and carry them on to the next`wit_-h interest.
