He said he felt very great pleasure in having arrived in time to respond to the toast which had just been proposed. It was a matter of the every greatest possible satisfaction to him that . he was enabled to meet so many of the ~ good and true men of Siincoe on this ' ' occasion, and to celebrate the late vic- tories. They had shown that the true ' Libeml-Conservative spirit was nrnongst ` thcu1.. (Chcers.) They had also placed in . ollice as the Chief Justice of Manitoba 3. man whom they had for a long time opposed andslandered. They now found , them shirking tho respoiisibility of tak- ing upon themselves the odium of some of their lzite acts, and going tothe Gov~ ernnor-General for mfuge, but they would have to answer to the people for the way in which they had acted "in the matter of the commut-.1.tion of Lepinc s- sentence. Hr. O'Brien then moved the adop~ tion of the above Report. From that report it would appear that there was now existing 9. xed annual liability for interest and sinking fund on various de- bentures of` about $9,500, and for sala- ries of $1,500. Thisamount would be reduced next year by $1,000, which would be paid on` account of the Muni- cipal Loan Fund, and also by about $300 of interest, if the amount now at the credit of the sinking fund was in- vested in the purchase of some of `the outstanding debentures, which it was believed couldyhe obtained at a very reasonable rate. The year folloiving the Municipal Loan Fund debt would be extinguished, and the total xed annual liability would then be reduced to about $9,000 per annum. There was then u. debt to the Bank of $3000,-and another to the County of nearly $7,000, making a floating debt of $10,000, The first of those sums "the Committee proposed to pay off altogether, and, if possible, nully reduce the debt by thatamount. The annual revenue . was as follows :- Assessed taxes according to last mte $14,000, exclusive of school taxes, and. miscellaneous receipts $3,000. The Committee proposed to limit the expen- diture on roadsvto the sum produced by `statute labor, ammrnting to about $2,000, below which he thought they could not very well go, It was evident from these gures that if the miscellaneous expen- diture was allowed to exceed the sum of 83,500 oneof two_ results must follow, "either no portion` of theoating debt could be pad 03', or else the rate of tax- ation must be ' increased.` He called attention to the very large -expenditure under the head of miscellaneous, and to the heavy legacy of that nature left by the last, Council. At the-_lust meeting. of the Committee they had passed ac- counts to the amount of over $500, for none of which was ,there, any proper, voucher,ia1though the Committee had no doubt that the Corporation was liable. Besides those whom we have mention- ed as the principal guests, the attendance ,of leading men from all parts of the County show how thoroughly united, how powerful, and how inuential is the Conservative party, and had not the space at the disposal of the Committee been so limited the str_ength and union of the party would have been much more large- ly demonstrated. The invitations were strictly limited to the heads of Munici- palities, and to the Presidents of Con- servative Associations, and the demand for the remaining seats soon exhausted the supply. There was no need of heat- ing up for recruits, the only diiculty was to nd places for all who wished to attend, and had the room been twice as large it couldeasily have been lled.
