This is not the case and in our opinion the Fidelity Company could refuse to pay a claim arising from loss sus- ,tained clue to failure to verify tax arrears by independent communica- ltion. The return of arrears to the tax roll in the third year is impractical under the present monthly inte'rcst rate requirements. The tax collect- or has not the necessary information in the tax roll to calculate the correct interest to date of payment. Interest is calculated to December 31st. in arriving at the amount placed on the roll and. if payment is made before December. a lesser amount is due from the taxpayer, which necessitates a recalculation. Under the present system a tax- payer receives no statement of arrears for the first two years. We would. therefore. recommend that the Township collect its own tax arrears and that arrears he no longer entered in the tax roll. The Trea- surer should prepare statements of arrears from the arrears ledger each year. which should go out to taxpayers with the current year's tax bills. l`he tax collector should not accept payment of arrears, but the arrears statements should bear instructions that arrears are pay- able to the Township Treasurer only. The Treasurer would then be in a position to calculate the interest to date of payment from the arrears ledger, and the funds would pass directly to the Township Treasurer rather than through the County Treasurer in some cases, and through the tax collector at other times.
