These regulations came into force some three months ago. `but the De- partment has until this time not sought convictions against drovers who refused to follow them, it -be- ing `hoped that all the drovers would rearrange their business methods to conform with the new procedure. "The great majority of drovers have adopted the methods called for by the regulations. [Hogs have been either graded at the country points and a manifest for- war-ded with the shipment, or each lot of hogs has been marked with distinctive signs before shipment. But some drovers have neglected to adopt these new methods, which constitute another forward step in the `betterment of our hog industry. and the Department found that only through court convictions could these men he brought into line. This conviction -at London ass-umed the form of what may be termed a test case, and supplies evidence that en- forcement of the regulations is within -the -power of the `Department.
