Presiding: at the Spring Assizes held at Barrie. 1879: We, the Foreman and mcxnbers of the Grand Jury of our Sovereign Lady the Queen, 1'e.~:peet- . fully 1;;-escnt:-'-T_l1at in the. performance of ouz; duty we ln ve examined` the gaol and court 1mu..-.;. and have found both of the buildings kept in :: clean and careful state, and everything about them ina neat or orderly condition. The Grand Jury beg to aelmowlcdge the assistance they have received in the perlbrmance or their duties from the instruction conveyed to them in your Lord- ship's instructive charge, and they avail them- selves of the suggestion thrown out by your Lordship to state that in their opinion the reduc- tion in the numbers of the grand jurors sum- - nioned for the Courts from twenty-fourto tit teen will be a boon to individuals. without in any way jeopardizing the public interest or the rights of parties charged with` the commission of crime. The change will ecct `a considerable saving in the expense of administering justice, and will lessen the inconvenience to individuals in having to attend as grand jurors. For these reasons we shall be glad to see the recent change brought into operation as soon as possible. We, however, consider that the change can only be successfully carried out b_v allowing a majority of the grand jurors to find or reject the bills brought before them. If the system requiring twelve at least o_I the grand jurors to agree in the decisions they come to iscontinued. the reduction of the num- ber of jurors to fteen may only tend to trouble- some delay and inconvenience in the conduct of criminal business. The grand jurors cannot help expressing their regret that the serious charge of rape should be so common in this countrv, and they trust that whenever the crime is clearly proved against the accused he may be severely punished, more particularly when the female is In conclusion the grand jurors desire to state that they have had their abors lightened by the able and willing assistance given them from time to time by Mr, L`-rerar, the Crown Co11nscl.
