NOIC OF COMNCMN BIOSOLIDS MASTER PLAN CLASS ENVIRONMVENTAIL ASSESSM FENT STUDY The Study Halton Region has initiated a comprehensive Master Plan for the management of biosolids generated by the Regioni's wastewater treatment plants (WViTPs>. The seven WWTPs owned and operated by Halton Region currently generate approximately 11,000 dry tones of anaerobic biosolidis per year. In 1999, a Biosolids Management Strategy was undertaken which recommended program diversification and flexibility to address issues related to biosolids management. Since that time there have been additional changes in the regulation of biosolids management, as well as biosolids treatment technologies. Given these changes, it is an appropriate time for Halton Region ta undertake a Biosolids Master Plan that would consider specific program needs and long term sustainability. The primary purpose of this study is to evaluate alternative technologies and biosolids management options and ta recommend a strategy that responds to the current and future challenges ta the year 2031. The Process The study is being conducted in accordance with the requirements for Master Plans under the Municipal Class Environmental Assessment (EA) (Municipal Engineers Association, 2007). The Class EA process includes public and review agency consultation, an evaluation of alternatives, an assessment of the potential environmental effects of the proposed projects and the identification of reasonable measures to mitigate any adverse environmental impacts. The intent of the Master Plan is to fulfili the Class EA requirements for Schedule B prajects (those having a minimal environmental impact and require only a screening), as well as completing Phases 1 and 2 of the process for Sehedule C projects (those with a greater degree of environmental impact). Projects identified as Schedule C undertakings will proceed to Phases 3 and 4 of the Class EA process following the completion of the Master Plan, whîch entails additional study and consultation. A vital component of this study will involve consultation with interested stakeholders, including the public and regulatory agencies. Two Public Information Centres (PICs) will be scheduled during the study ta provide background information and ta present the preliminary preferred strategy and the recommended Master Plan strategy. Details of the PICs wilI be published at a future date. Information updates on the Bîosolids Master Plan will also be posted on Halton Region's web site at: www.hafton.ca.
