About '10 resîdents saw the proposai for the Milton Clean Energy Centre as it was laid out on display boards last week dunng an open bouse organîzed by the projects developer, Pristine Power. Those wbo missed out will get another opportunity in September, one monîb before the Ontario government announces the winning bid for the project. The request for proposaIs <s a response to a December 2005 report in wbicb the Ontario Power Authority (OPA) determined that there was a critical need for new power gen- eration in tIns ares and toward Toronto. Establisbed in 2004, the OPA <s a regulatory arm of the provincial governmnenîs Ministry of Energy and <s cbarged with planning for the provinces future energy supply According to the OPAs Supply Mix Advice and Recommendanons report. gas-fired generation <s expected to play an important role in meeting this need because plants can be built relatively quickly, relieve local transmission bot- tlenecks and wben combined with wind generation, replace noxious coal generation. The Milton Clean Energy Centre would generate electric- ity for 680,000 homes. Construction would take tbree-and- a-half years and could provide 300 jobs over that time. Upon completion about 20 bigbly-skilled employees would run the facility In the meantime, Pristine Power must secure planning and zoning approval from the Town and conduct a Ministry of Environment-mandated study to identify the Clean Energy Centres potential effects on local life, air quality, veg- 'tation, soil, wildlife and water quality Pristine Power is a publicly-traded Canadian independent power development company based in Calgary, Alberta. It bas already qualified to participate in the bidding procras based on its track record for building cogeneration plants in Wbiîby, Fort Frances, Windsor, Britisb Columbia, New Brunswick and Wasbingîon Julia Ciccaglione is Pristine Power's vîce-president of environment and strategic development. She said the Clean Energy Centre proposed project promises to incorporate state-of-tbe an emission controls tbat meet ah provincial and federal standards. Sbe also said tbe design of tbe 75-foot-taîl building and its two 150-foot stacks would be wrapped in borizontal bands to camouflage the industrial purpose tbat belies tbe building and make the centre appesr as if it were an office complex. Wbile currently a small forest occupies tbe agricultural land, it bas been designated as a future industrial ares, in wbicb electricity generation is a permitted use, according to tbe Towns 2001 planning document. Ciccaglione said tbe existing trees would likely be preserved. If approved, noise during construction and after tbe plant IS up assO opcratîng is expected w range bctween 55 to 70 decîbels, wbicb is the same range as a bousebold disbwasb- er. Ciccaglione said tbe facihity would operate during bours of peak power demand, most often occurring during the day- time. Tbe power plants operator is also promising that, if given tbe go-abesd, it would create a conservation ares on part of tbe 15-acre ares and a community liaison committee to pro- vide feedback during construction and operations. Pristine Power is one of six companies tbatve put forward proposaIs for simîlar bydro generating plants that would be located in Milton or Halton HilIs. A public meeting bas already been beld for one in tbe Homby ares, but details on tbe other four bavent been made public yet.
