At its meeting last week, regional council passed a resolution to request that the conservation authority further extend its public consultation period on the draft document entitled 'Policies, Procedures and Guidelines for the Administration of Ontario Regulation XX and Land Use Planning Policy'. The regulation prevents or restricts development in areas where the control of flooding, erosion, dynamic beaches, pollution or the conservation of land nay be affected. CH must have its regulation in con- formity with the new rules and approved by the Province by May 1. This is also when CH wants to have its related policy document approved by its board. But a staff report from Halton Commissioner of Planning and Public Works Peter Crockett notes two region- al advisory committees have expressed concern that the timeframe for public consultation was too short. It also says that staff endorses "a more comprehensive and inclusive consultation process with all stakehold- er groups." The report was the subject of a heat- ed exchange between council members ai Wednesday's meeting. Oakville Councillor Allan Elgar, who sits on the CH board, said he was "disappointed" that CH wasn't advised beforehand that the report was on the planning and public works committee agenda March 22. Regional Chairman Joyce Savoline told him sternly that, "Our staff did not overlook discussing anything with Conservation Halton staff." Elgar then said he would like to request that CH is given a heads up in the future if a report regarding the authority is going to a committee meet- ing. Savoline noted that while a formal invitation wasn't issued to CH to attend the meeting, she again insisted "there was no misstep." Oakville Mayor Ann Mulvale then suggested that Savoline and Elgar meet "offline" to further discuss the issue. But, she was quickly shut down. "Mayor Mulvale, let me handle this," Savoline said angrily before declaring, "The discussion is over." Pnor to taking a vote on the afore- mentioned resolution, Oakville Councillor Mike Lansdown said that he supports Elgars point of view.
