Halton Region calis for task force probing government funding isues By Melanie Hennessey CANADIAN CHAMPION STAFF The Region is lookîng to set up a task force that would address funding issues between municipalities and other levels of government. At ils meeting last week, regional councîl directed staff to bring back a report on the feasibility of estabhishing sucb a group, which would examine things hike GIA poolîng - a system the Region is mandated to conmrbute 10 by the Province that belps Toronto pay for social services. Oakville Councillor jeff KnblI sug- gested the concept at the session. He speculated the task force could be sîm- ilar to the one the Town of Oakville recently created that deait with reform- ing the Ontario Municipal Board. Council also supportcd having Regional Chaîrman Joyce Savolîne request a meeting with Premier Dalton McGuinty t0 present council's position on various funding matters. This would include the Regions opinion that an exil strategy is needed for pooling. Savoline voiced her feelings agaîn that GTA pooling is "inappropriate." 1I tbink we need to, sooner than later, make a bigger fuss," she said. 'There's'no tiine lîke the present." Milton Mayor Gord Krantz con- curred with the chairman. "We've been îoo nice for too long," he said. "We've got to get somebodys attention sooner or later." Savoline and Oakville Mayor Ann Mulvale pointed out that there are other funding issues that need to be deali with besides pooting, such as developmenî charges. Mulvale noted she thinks having a municipal voice at the table would assist the Province. Halton Hilîs Councillor Jane Fogal said shes pleased Savoline is going to îalk to the premier. She added that she thinks the Province should bave to pay for every program it mandates. Almost $39 million was approved in the Regions 2006 budget for poolîng, wbicb equates to about $201 for the average taxpayer. Some of the issues the Region bas witb the system include ils lack of accounîabiliîy and predictability and lack of independent audit verification. The sessions will take place ai tbe Halton Regional Centre, 1151 Bronte Rd., in Oakville. They'll include an explanation of the constable selection process, information videos, and tîps on how to prepare for tesîîng and inter- views. Attendees wîlt also bave a chanc to ask officers questions.
