The heated exchanges between the Liberal and Conservative started when the notwithstanding clause was brought up, which has become a hot topic since Prime Minister Paul Martin said be'd do away with it in the Constitution if re-elected. Mr. Carr said he's concerned if the Conservatives have the notwithstanding clause, its party members will use it to push for private mem- bers' buIs on things like abortion. "We have no plans to revisit abortion."
