Bob Van de Vrande, a Burlington trustee, made the charge angrily, then left the board's regularly scheduled meeting that took place a few hours later. "I believe that what took place tn that meeting is out of order," he announced. Mr. Van de Vrande said he believes that an informai gathening, termed a 'caucus- ing" by board Chair AI Bsiley, violated the Municipal Act that governs the board's public meetings. The meeting was held to discuss a notice of motion filed by Burlington Trustee Joanne Matters at the board's February 15 meeting. That motion called on the board to write a letter endorsing the Catholic church's opposition to redefining marriage to include same-sex couples. White Matters' motion waa to be dis- cussed at Tuesday night's officia] meeting. Mr. Van de Vrande dlaims -bullying and pressure" were exerted prior tu the meeting in an attempt tu get the item off the agenda. As a resuit, trustees met privately 90 minutes prior tu their regularly scheduled meeting and opted te, draft and sign a letter supporting the Church's position. The letter, however, isn't written on board letterhead and isn 't presented as an officia position of the board of trustees. At the beginning of the public huard meeting, Ms Matsers' motion, which was- n't printed as part of the agenda, was offi- cially withdrawn. Mr. Van de Vrande argues that board dis- cussion on what tu do about the motion should have occunred pubticly, not in pri- vate meetings. H-e also believes the board should have taken an officiai stand on the issue. "The issue is cuntentious and that's pre- cisely why the board needs lu take a posi- tion on il," he said. lI feel (the private ]et- ter) is cowardly because this board bas j every right tu speak as a huard in support of our bishop." But Mr. Bailey said he simply made a prucedural error in allowing Ms Matters to file the notice of motion originally, as the issue doesn't relate tu board business. He said the private meeting was in order because trustees were woting to express their personal opinions on the federal gov- emment's proposed change to the defini- tion of marriage. "The consensus was that this shouldn't be dune un board lime," said Mr. Bailey "It's not board related when trustees are doing something on their own." The Education Act ssys board meetings must be public, unless the huard is dis- cussing personnel, lega or property issues. However, Mr. Bailey said trustees received legal advice suggesting the meet- ing was in order.
