1rie Regional Munlclpality of Halton A Partnership Thot Works! Notie of Co petio Mid-Halton Sewage Treatment Plant Expansion Phases 3 and 4 - Class Environmental Assessment Study n March 2003, the Regional Municipality of Halton completed a Water and Wastewater Master Plan Review, which identified the required water and sewer infrastructure projects to, service future growth. One of the major projects identified in the Master Plan Review was the expansion of the Mid-Halton Sewage Treatment Plant (STP). Located on the North Service Road, between Bronte Road and Third Line in Oakville, and servicing urbain development located in the northern portion of Oakville, Milton, and the Halton Huis 401 Corridor, the Mid-Halton STP exceeds treatment standards set by the Ministry of the Environment before the treated effluent enters Lake Ontario. Prior to proceeding with the design and construction of the Mid-Halton STP expansion, completion of Phases 1 through 4 of the Municipal Class Environmental Assessment (EA) planning process is required by the Ontario Environmental Assessment Act. The Master Plan Review satisfied Phases 1 and 2 of the Class EA process. In December 2003, the Region initiated a study to complete Phases 3 and 4. These phases included an evaluation of design concepts and technologies for achieving the plant expansion, a full evaluation of environmental impacts and mitigation measures, and preparation of an Environmental Study Report. The preferred design approach includes expansion of the rawi sewage pumping capacity, and the capacity of the following sewage treatment processes: screening, grit removal and secondary biological treatment. A new building will be constructed to house equipment that will reduce the volume of sewage treatment residuals (biosolids) that must be hauled off-site. New facilities will be constructed to collect and remove odours from those treatment areas with the potential for odour generation. Ail new works will be compteted within the boundaries of the existing site. An Environmental Study Report (ESR) documenting the planning process undertaken and conclusions reached is available for viewing for forty-five (45) calendar days from September 30, 2004 to, November 15, 2004 at the following locations: The Regional Municipality of Halton Citizen's Reference Library 1151 Bronte Road Oakville, Ontario Tel: 905-825-6000 Clerk's Office Town of Halton Hulis 1 Haiton His Drive Haiton His (Georgetown), Ontario Tel: 905-873-2600 Clerk's Department Town of Oakville 1225 Trafalgar Road Oakville, Ontario Tel: 905-845-6601 Clerk's Department City of Burlington 426 Brant Street Burlington, Ontario Tel: 905-335-7777 Clerk's Office Town of Milton 43 Brown Street Milton, Ontario Tel: 905-878-7211 During this 45 day review period, anyone who has any outstanding concerns with the project, which cannot be resoived in a discussion with the Regional Municipality of Haitlon, may request that the Minister of the Environment make an order for the project to compiy with the Part Il of the Environmentai Assessment Act, which addresses the individuai environment assessment by submitting a written request to the Ministry of Environment at the foiiowing address: Hon.
