CARRIERS Notie of Co p e Mid-Halton Sewage Treatment Plant Expansion Phases 3 and 4 - Class Environmental Assessment Study In March 2003, the Regional Municipality of Halton completed a Water and Wastewater Master Plan Review, which identified the reouired water and sewer infrastructure projects to, service future growth. One of the major projects identified in the Master Plan Review was the expansion of the Mid-Halton Sewage Treatment Plant (STP). Located on the North Service Road, between Bronte Road and Third Line in Oakville, and servicing urban development located in the northern portion of Oakville, Milton, and the Halton His 401 Corridor, the Mid-Halton STP exceeds treatment standards set by the Ministry of the'Environment before the treated effluent enters Lake Ontario. Prior 10 proceeding with the design and construction of the Mid-Halton STP expansion, completion of Phases 1 through 4 of the Municipal Class Environmental Assessment (EA) planning process is required by the Ontario Environmental Assessment Act. The Master Plan Review satisfied Phases 1 and 2 of the Class EA process. In December 2003, the Region initiated a study 10 complete Phases 3 and 4. These phases included an evaluation of design concepts and technologies for achieving the plant expansion, a full evaluation of environmental impacts and mitigation measures, and preparation of an Environmental Study Report. The preferred design approach includes expansion of the raw sewage pumping capacity, and the capacity of the following sewage trealment processes: screening, grit removal and secondary biological treatment. A new building seilI be constructed 10 house equipment that will reduce the volume of sewage treatment residuals (biosolids) that must be hauled off-site. New facilities will be constructed to collect and remove odours from those treatment areas with the potential for odour generation. Ail new works will bu completed within the boundaries of the existing site.
