Photo by GRAHAM PAINE Cýouncil turns down centre proposai By MELANIE HENNESSEY The Champion Town council turned down a proposai for a spiritual development centre on Sixth Line last week after it was deemned premature by staff. The idea was put forward by the Radha Soami Society Beas-Canada, which submitttd an application for a temporary use bylaw to couvert an existing 15,000-square-foot bain into a Science of thc Soul Study Centre for threc years. The centre would lic used as a non- denomfinationai meeting place about once a week for up to 500 people, who would be instructcd in the study of mystic pbilosophy and the writ- mngs of many World religions. Lands around the centre are currently used by the society to grow fonits and veg- etables to be donated to local chari- tics, such as food banks. But Town staff recommended that die application be denied because, in their opinion, it was premature, flot in the public interest, was in an area wherc there's no secondary plan and would moat likely be a permanent facility. "Staff is of the opinion that the pro- posai is premature as il advocates the establishmnent of a land use in a loca- tion which docs nos have the existing or planned infrastructure, including private servicing, to support it," a report froun Director of Planning and Development Mel lovio said. "Staff is fuither of the opinion that due to the build fonn involvcd, the use is esscntially permanent in nature and consequently should not lic introduccd through a tcmporary use bylaw." The Radha Soanù Society previ- ously subminted an application for officiai plan. and zoning bylaw amendmnents to create a permanent study centre on the Sixth Line prop- erty. But even then, staff had thought it was premature. s0 the group with- drew the proposai. "lIn the spirit of co-operation, they agreed to withdraw this application," said Glen Schnare of Glen Schnarr and Associates, who represented the organization. "The application was not premature." Mr. Schnarr worked bard to tny to convince counicil to approve the cur- rent application. "I believe this land use can fit seamlessly into Uhc official plan. We beieve that it is a mont desirable use." He asked that counicil continue cir- culating thc application and hold a public meeting.
