The fonds provide fmnancial aasistance to needy Canadian ex-service personnel, and merchant navy personnel possessmng or eligible for cam- psign stars or decorations, and thesr dependents. Also eligible are ex-service personnel of other Commonwealth and Allird countries, now resi- dent in Canada. Authorized uses also include: " the cost of operating a service bureau or its equivalent; " bursaries t0 children and grandchildren of cx- service personnel; " prires for promotional contcsts directly con- nect ed with the campaign *canspaign costs, including the purchase of pop pies, wreaths, promotional aids, canvassing top plies, reasonable expenses of poppy chairmen and commisîce memnbers, advertising expenses and telephone telegrapli, postage and stationery. OTHER USES FOR THE FUNDS A command, or, sobject to ste prior approval of thc provincial command, a district, zone, branch -or group of branches, may abst poppy fonds for: " coffsmunity medical appliances and medioal researcht; " drop-in centres for thse elderly, meals on wbcels, transportation and related services for veterana, foeir dependents and foc aged; " donations for relief of dissters dcclared by foc federal or provincial govemments " onder certain conditions, housing for ex-serv- ice men, foc eldcrly and dis- abled; . witbin limita, aasistance 10 ex-service person- nel and dependents of Commonwealth coontries residing outaide Canada, c.g. donations to foc Legion's BCEL Fond.
