Animal complaints increase as town's population grows By JASON MISNER The Champion Milton is going to the dogs - sort of. The town is growing rapidly, including an influx of new families, and bylaw officers in tum are dealing with an increasing number of animal complaints, many involving dogs. Complaints include owners not scooping poop left behind by their pets and letting dogs wander in parks without leashes. A report was released by the bylaw department at last week's administration and planning com- mittee meeting detailing the num- ber and types of complaints in the third quarter of this year, between July and September. The bylaw department received 44 complaints about animals in the third quarter. So far this year there have been a total of 94 complaints, up nearly 50 per cent from this time last year. The report states animal com- plaints will continue to climb as families, many with pets, move into Milton. "(Complaints) will only increase as the new subdivisions are popu- lated," it stated. The current six-page bylaw, which among other issues deals with registration, licencing and boarding, was last updated in 1995. Town clerk Troy McHarg said a new draft animal control bylaw is being reviewed by lawyers and hopefully a copy will be ready for public input early next year. "We need to tighten the rules of an older bylaw," he said. Earlier this year bylaw staff rec- ommended creating a leash-free park for dogs to roam while being to see smoking complaints - which have kept the Town's bylaw officers busy since the no-smoking bylaw took effect in May of 2002 - leveling off. Mr. McHarg said there were no new charges in the third quarter related to smoking, The number of charges remains at 35. Also, there were nine smoking complaints in the third quarter, a drop of more than 50 per cent com- pared to the second quarter, according to the report. "We're very pleased to see the businesses come around," said Mr. McHarg of smoking compliance. However, the Town will still pur- sue stiffer fmes against problemat- ic businesses that flout the bylaw. Under the Provincial Offensés Acgþylaw officers can pursue lay- ing charges under two parts - Part 1 that allows for a minimum fine of $195 and Part 3 that allows for a maximum of $5,000. The Town will now pursue lay- ing charges against certain busi- nesses under Part 3. A judge has the ultimate authori- ty to determine the amount of the fine, which can't exceed $5,000.
