4-The Canadian Champion, Tuesday, August 5, 2003 NOTI E OF -S .S.-.SSI Sixth Line Improvements From Lower Base Line to 0.4 km North of the Bailey Bridge at East Sixteen Mile Creek Town of Milton The Study The preliminary design study investigating improvements to Sixth Line from Lower Base Line to 0.4 km north of the Bailey bridge at East Sixteen Mile Creek, a distance of approx- imately 1.9 km, is now com- plete. The preferred design con- cept for improvements to Sixth Line includes the fol- lowing main components: • pavement rehabilita- tion and the addition of 1.2 m gravel shoul- ders to provide a safety zone for dis- abled vehicles; • improvements to the TOWN OF MILTON horizontal alignment and vertical profile of the Bailey bridge at East Sixteen Mile Creek; and, • replacement of the ) existing Bailey bridge with a new two-lane -A.1 single span structure with concrete abut- ments. The newwUF GAKVLLE bridge alignment will maintain the existing roadway footprint where possible. Sixth Line within the project limits will be constructed to a 60 km/h design speed and will have a posted speed of 50 km/h. LEA Consulting Ltd. managed the study on behalf of the Town of Milton. LGL Limited pro- vided environmental design and planning services on behalf of LEA. The Process The study followed the approved planning process for Schedule "C" projects in accor- dance with the "Municipal Class Environmental Assessment" (MEA 2000), with the oppor- tunity for public input throughout. An Environmental Study Report (ESR) will be available on August 1, 2003 for a 60-day public review pernod. Interested persons are encouraged to review this document and provide comments before September 30, 2003. If, after consulting with the Town of Miltons consultants and staff, you have serious unresolved concerns, you have the right to request a Part Il Order for this project from the Minister of the Environment (135 St. Clair Avenue West, Toronto, M4V 1 P5). A Part Il Order may lead to the preparation of an individual environmental assessment. A copy of the request should be forwarded to the Town of Milton and LEA Consulting Ltd. at the addresses noted below. If there are no out- standing concerns after September 30, 2003, the project will be considered to have met the requirements of the Class EA. This involves an assessment of the existing forest and wildlife, a study of the existing creeks and watercourses which may sustain fish habitat, as well as an analysis of the impacts which the development may pose to flooding and water pol- lution levels downstream. The study will make recommendations to address these impacts, which may include maintaining open watercourses and forest in some areas to provide habitat, and the construction of one or more stormwater management facilities to prevent flooding of downstream lands and to remove pollutants from the runoff before entering the watercourses. It is currently anticipated that the North Sixteen District would be developed to provide commercial or employment land use. The change in the land cover from fields to asphalt and structures would have the following impacts: • Increase in the volume and rate (i.e. speed) of storm run off • Increase in the amount of certain contaminants entering the downstream water- courses. • Potential or partial removal of certain areas which currently sustain fish or aquatic habitat. • Possible increase in erosion within the watercourse through the residential devel- opment south of the CPR. What do we hope to achieve? The study is proposed to document the presence or absence of wildlife and fish habitat within the existing site. The development of the North Sixteen District may require that a portion of the existing watercourses and other environmental features remain protect- ed flowing development. Appropriate stormwater management will need to be planned in order to remove pollutants from storm runoff and prevent flooding of downstream lands. The specific requirements for development within the North Sixteen District would be documented in the final report, in order to protect existing ecosystems and the sur- rounding lands. As part of the study, the Town of Milton, Region of Halton and City of Mississauga are working together to remap the floodplain limits for the Sixteen Mile Creek, west of Ninth Line to Hwy 407, from Hwy 401 in the north to the Lower Base Line/Eglinton Ave. area in the south, for improved clarity. Your Role The success of this project depends on your input as informed citizens. A Public Information Centre will be held in the future (projected early Fail) to further explain the project and to address any questions, concerns, and comments which you may have. Please take time to become familiar with the East Sixteen Mile Tributary Subwatershed, learn about some of the issues and let us know of your concerns regarding matters relat- ed to the development of the North Sixteen District.
