The recommended design concept includes the follow- ing components: " pavement rehabilitation and the addition of gravel shoul- ders; " geometry and guide rail upgrades aI the large corru- gated steel pipe culvert; " improvements ta the hori- zontal alignment and verti- cal profile of the Bailey Bridge aI East Sixteen MileL Creek; and, TOWN OF MILTON *replacement of the existing Bailey Bridge with a new two lane single span struc- ture with concrete abutments. Sixth Line within the project lmils will be constructed 10 a 60 km/h design speed and will have a posted speed lmit of 50 km/h. LEA Consulting Ltd. is managing the study on behaîf of the Town 0f Milton. LGL Limited is providing environmental design and planning services on behaîf of LEA. The Pracess The study is following the approved planning process for a Schedule "C" project in accordance with the "Municipal Class Environmental Assessment" (MEA 2000), with the opportunity for public input throughout. Upon completion of the study, an Environnental Study Report (ESR) documenting the process will be submitted 10 the Ministry of the Environnent and will be available for public review and com- ment. Public notification will be given at that ime. Public Information Centres Three Public Information Centres (PICs) are planned in association with this study. The first PIC was held on October 3, 2002. The second PIC was held on November 27, 2002. The third PIC is scheduled for: Date: Thursday, March 27, 2003 Tîme: 6:00 p.m. 10 8:30 p.m. Location: Boyne Community Centre Britannia Road (east of Regional Road 25 on the north sîde of Britannia Road) The PIC will consist of an informai drop-in centre fron 6:00 p.m. to 7:00 p.m. with displays presenting the evaluation of alternatives. Tht recommended design con- cept will be presenited for public review and comment prior 10 finalization and doc- umentation in the ESR. A formai presentation will take place from 7:00 p.m. 10 8:00 p.m. Town of Milton staff and their consultants will be on hand to answer any ques- tions. "The media will cover it and report it te the people of Ontario and that's where the communica- tion will take place," said Mr. Chudleigh, who's parliamentary assistant to, Ontario's Finance Minister Janet Ecker. Ms Ecker will present ber budget March 27 via satellite television and across the Intemet at a yet-to- be-decided gathering instead of tra- ditionally standing up and speaking in the Legislature, a controversial move that has ruffled Liberal Opposition feathers. The Legislature was supposed to begin its spring session yesterday, but instead will reconvene April 30 with a Throne Speech, which will lay out the govemments policy plans. MPPs haven't met since December 13. Mr. Chudleigh said no location has been chosen yet to deliver the budget, but noted Ms Ecker's rid- ing is Oshawa and Mr. Eves' is Orangeville. Mr. Chudleigh said he'll put in a request to have the budget released in Milton. Liberal 's long-serving MPP Sean Conway, representing Renfrew- Nipissing-Pembroke, said a budget can only be a legal document when it's presented into the Legisîsture by the minister of finance. What Mr. Eves plans to do is nothing more than a "Tory pre-election infomerical," he said.
